I've been reading through the rules, and power limitations and I'd like to suggest a few things. The main point being, at least voting on Alpha only, or specific incarnates allowed. I understand the sentiment that people grinded and worked hard for their incarnate powers, but bear in mind that nothing released after issue 13 has been made with pvp specifically in mind. Incarnate powers are included in this.
Incarnate powers, weren't made, or scaled in effectiveness to truly be used in pvp, most of them, their effectiveness is the same in pve as it is in pvp. Give or take a few percentages. People could easily do judgement spikes for an easy 1-2 kills, which in a 5v5 could make the difference in winning or losing. Pyronic judgement for instance, has basically a blaze cast time, and does around 300+dmg. Judgement alone severely reduces the skill attributed to acquiring kills in a team setting, this applies not only to Pyronic, but to Ion, that is albeit a bit longer of an animation but still does good dmg.
Destiny isn't any better, allowing a squishy to heal for 1200+ with rebirth, or boost the effectiveness of healing by 80% with incandes, once again detracts from the skill and necessary teamwork of team pvp. Sure Rebirth roots you, and incan is a teleport, but nonetheless, you would see large heals and increased survivability, but the damage of those teams isn't boosted, it remains as a constant. So you would see people almost never dying, with a sub-par emp because of one ability. You can suggest that end drain might be an issue for teams running multiple incans, however, in that case, a team would just bring a storm and cancel the drains, with an O2 boost for over 1000+HP. Or simply bring 20 blues, since our heals from our emp would be well over 1K as well.
Interface is an issue in itself. If lets say, 3 of the damage dealers on the team of 5, each have reactive, and lets say they each land 4 attacks, that is 12. Lets say that they are intelligent and using reactive radial flawless interface, generally speaking, each tick from the dot is around 9-12, thats over 100dmg purely from dot. Thats not really indicative of any skill, that extra dot may earn a team a kill, also each tick potentially reduces dmg resistance, boosting the dmg of the spike slightly.
I feel that I am re-hashing, information that all of you already know, but aren't really thinking through. I fully intend to participate, however, I feel we should at least put this to a vote. As it stands, allowing interface, judgement, and destiny incarnates seems to seriously take away the skill required in team pvp. It would allow sub-par players, to be successful, and only because of a system, made without pvp as its focus. I seriously hope you will consider my proposal. I feel if this is to be a league based on competition, and player skill, which determines the victors, then Alpha only should be the way to go. Thank you. -
I suggest that you do not bother with a pvp build right -now-, as Mids hasn't been updated yet, and the set hasn't been nerfed thusfar. I've seen geyser on a blaster do well over 600 dmg in pvp. So, If I were you, I'd focus primarily on accolades, and incarnates, running with generic IOs, until we know for a fact that certain powers aren't being 'fixed', and you can sit down and figure out the best way to IO it with mids.

I would love to sign up for the league, but since on "The Cape" every combination of letters, numbers, and characters, ive tried it says "Already in use" i guess i won't be lol...i have literally just did random numbers and letters, and still it said it was in use. <_<

I actually had a dual pistols, that was just under psi blasters for dmg. If you have money, you can make dual pistols into a destroyer of worlds. I havent read all posts here but i can assure you that its not difficult, provided you have the right IOs to make dual pistols viable in pvp, or pve. I understand most people slot their builds cheaply because pvp IOs and purples are so inflated in prices. But if you want your toon to compete at its absolute best, sometimes they are necessary. I'd be more than willing to email you a pvp and a pve build for dual pistols. mind you mine was /em so i would've had more dmg from the start thanks to build up...but i could easily bridge the gap

Not hard to kill someone when u spawn camp with AS <_< or attack with a decent spike when hiber is down...you act like you accomplished something that matters lol. KB means absolutely nothing. The fact that you even care about me dying illustrates that you have a sick obsession with both myself and being "good" or "better than me" in a game where pvp is ****** lol

sure i do ^_^ thats how during that 5v5 i only died like 4 times, on a toon without phase <_<, which btw i speced into an actual team pvp build...i got tired of " lol mu"...Btw vex, try not to be so rude, it makes you look like an *** when you are blantantly malicious to someone stating fair points.

Well, After reading some of what Dahjee has to say...i have a headache...and a general response. Dah you said that, The way we view pvp is broken. Well, Have you considered at all, who Zone PvP Benefits the most, or for whom, I13 as a whole is catering to? Lets see...Lets make it where every time you take an action or are the target of a currently activated action, you are suppressed, virtually elimating evasion, and kiting. I wonder, who would that help in pvp, idk, maybe the people who can't Kite, or evade, or have no skill...so lets make it easier for them to pvp by crapping on pvp strategies. Rather than challenging those people to learn how to kite and evade, thus making themselves better pvpers, instead the "good" or experienced pvpers were brought down to the "bad" or inexperienced players levels. Next, Heal decay...why make the pvpers have organization or teamwork, with planned spikes, when we can just kill their ability to heal themselves, and slowly attack them, at random times, hoping for a kill over some length of time. Thus almost destroying the part of an emp, pain, or ther healing class in pvp. DR-Diminishing Returns, the most insulting installment of I13...which btw, i figured out the DR system, and it forms a bell curve(i had 90% rech on a toon in pvp, and according to my math, i was getting around 60 actually)...Well, lets help the inexperienced pvpers, and inexperienced pvp toon builders, by taking away buffs from builds with too many of a certain type or bonus, thus weakening what would've been "good", once again catering to the weaker players, changing the damage system, so that unresisted damage is all but a memory, unless you are a stalker. Pre I-13 A blaster spike was quick and if you werent on point with either phase/hiber or your evasion, you died instantly almost. Now its just like a game of tag. At least there was a variety of blasters then, Ice, Fire, and Psi. Now, since ice and fire were nerfed so poorly in terms of dmg that they are worthless on a spike, Psi is all you ever see, since the delayed dmg is useful and the burst is still relatively high. Dahjee, you say our view point of pvp is broken, but look at what the devs did to pvp, they killed the variety of pvp toons you see, they made it so easy, that anyone with a BullS*** toon can generally do well. They removed any form of need for organization, teamwork, or well-built toons. Now the only competition left is between the handful of still "good" pvpers, that have adapted to the new system.
