on a side note, If you attempt a Long range teleport from first ward, then you'll only get the options of going to praetorian zones.
Hazard zone travel I agree makes sense, but restricting it to a specific city (Paragon/Rogue Isles/Praetoria) also makes sense. There is a huge difference between teleporting several miles across a city and teleporting over hundreds of miles or even dimensions. -
Lovely. The backgrounds are a really nice touch just dont go too overboard or your central figure loses some focus especially in B&W (says the person who goes waaaay overboard

Take for instance how violence is prevented in Pocket D. We don't know why heroes and villains can't attack each other. Is it just some kind of verbal pact of truce, or is there some form of mechanical or magical preventive? Does it only affect violence between hero and villain, or hero/hero and villain/villain? How do you deal with people breaking the rules? (My prefered form of this is DJ Zero teleporting the person out of the club, and then putting the person on ignore if they're truely annoying.) Same with laws on alcohol and the like.
What's the solution to this? Not a clue, personally. :P
Most of the time, common sense laws seem to gel fairly well, but every so often that's not enough.
I have noticed that it's been deathly quiet in PD as of late, though. :<

I suppose another option could be a bit like the television series "Angel" and the club in that. Any violence in the club is simply turned back on the aggressor. cant remember the exact name of it but sounded like "Carrot Toss" or something (hey, look. we're back on bunnies) -

And I almost missed this. Jest, you've been one of the ones that kept me here in the beginning and can honestly say your one of the ones who had an impact on the lives of MANY of the residents of paragon city. This is starting to sound like an obituary :S

Primeva Notes (Don't know if Primeva has anything to do with Caleb, but here is some info)
- The beaches have the same Daemon spawns as Thorn Isle (quotes are the same).
- In Primeva there are CoT that have slaves talking about digging up the ancient artifacts.
- The beaches also have CoT fighting DE (No quotes when approached)

Could this suggest that another possible spawning method may be to Destroy all the DE but leave the CoT alone as this would remove the thing thats interfering with the CoT summons.
