I'm fine with NPCs in the zones. It forces people to be more tactically minded. There has to be something to complicate the 'charge and spike' routine that some pvpers get stuck in. That, and they're often the only way for dominators to reliably build domination.

Okey dokey. My top ten
- Lessen fly suppression and add a fly timer reduction based upon number of fly pool powers the character has.
- Fix placate bug.
- Fix fury bug.
- Make clarity available to villains in Sirens Call. Switch it with repulsion.
- Allow arena map selection.
- Masterminds automatically start with tier one pets out.
- Give newcomers to pvp zones debt immunity and +perception. Base it on pvp zone hours per account.
- Force fields should give immunity to cage powers.
- Defense based sets need resistance to accuracy spikes.
- Add the bounty system (or at least the target tracking) to all pvp zones except Recluses Victory. -
I really like this one. Something about the set of the mouth and the translucency of the coloring that gives PlasmaStream the glassy edge I always imagined. Great character, great picture.

Anyway, back on topic. This is probably the best, most concise list I've seen on the subject. Wonderful work and /signed, if that really means anything.
As for flight in pvp (and pve) I think every power in the flight pool should passively (even when not toggled) shorten -fly and suppression durations. Perhaps 20% each, for a combined 80% reduction for characters with the entire pool. -
Costume design advice is a shot in the dark. For every rule theres a beautiful exception. Some people just have an instinctual aesthetic sense, like a fine palette, a good ear or a talent for prose. Its difficult to define, but you usually know if you have it and whether you better express your talent through creation, critique or a (careful) combination of the two.
The problem is many people think design and design appreciation are completely subjective, as though theyre an egalitarian extension of ones right to opinion. I dont think this is true; not all people are equally disposed to measuring quality - but Ill stop there before I get super-duper snotty.
Anyway, I love costume design and there are some nice costumes on this thread. Cant wait to see more. -

I really like where you're going with this outfit, and the star-on-shield looks really iconic.
I say keep the yellow pants, but make them a touch more gold, less green undertone. Keep the hood, but increase the contrast on the overlay mask (white maybe?) and try red boots. The pants and hood make it distinctive: without them the look is borderline bland. You could pave Atlas Park with vintage red, white and blue-ers. -
Wow, that is really nice. She manages that veneer of beauty and realism without that pornstar effect that many airbrush/poser artists get.

Congratulations on the swanky cameo Ascendant. Two pages, with dialogue! Couldn't happen to a nicer, blonder, guy.
I gotta say though, that scene looks like a drug deal done in superhero lingo. First you're dating Ghost Widow (don't deny it) and now this. I'm starting to suspect there's a red strain of Xenonite you haven't told us about. Hmm? Hmm. -

Either one you want, really. Mel hates pretty much every human alive. She'd gladly team up with anyone, if it helped her towards her goals, but in the end she'd inevitably turn on them. She's a little less plotting supervillain and more a vicious force of nature. She just wants to hurt people.

Ooh...maybe they could fight atop one of those high-wire gondolas at a ski resort? A 3/4 view of them duking it out, while wires snap and civilian faces press against the glass in panic. Now that's a villain on villain battle. -
