This weekend after 36th and 67th PvP kill I received Pancea: Heal/Rech and Pancea: +Hit Points/+Recovery respectively.
All in all during a 4 hour session of PvP we saw approximately 10 confirmed (linked in bcast) recipe drops.

I agree with all that was said above.
DR was needed as blasters were on their way to becoming the "dreaded" tankmage. Same with Dominators with Perma Dom and some Scrappers. However with that said, DR has gone a bit overboard with the diminishing returns on classes with already granted resistances/defense. I dont believe that a Controller or Blaster should somehow have more resistances to anything than a equal level Tank/Scrapper. I could go on but I don't see value in restating the concerns that can be found all over the forums concerning DR.
Elusivity - While I don't necessarily think it was a needed addition to PvP it sounded great on paper but the implementation completely broke PvP as we knew it. Defense is a fine line between Luck and Survivability. If you look at the premise of Defense 1 missed attack is 100% resistance (no damage taken). Look at tanks they sport around 40-60% resistance depending on the build. This does NOT translate to the necessity of Defense based builds to dodge 40-60% of attacks thrown at them, it ends up with them having 60-80% resistance based on damage mitigation sometimes even higher. Elusivity was a bad fix, the fact that it has remained in place is further proof that someone is not listening to user feedback.
Heal Decay is also something that was needed, however since the technology/code wasn't in place for the "correct" implementation we are now decayed on self heals further nerfing sets such as Regeneration, Thermal, Empathy, Radiation and Pain. This is another indicator that someone isnt reading feedback. In my opinion if you cant do something complete why implement something that is half finished that in all reality acts as a rather harsh nerf to a large percentage of the playerbase?
On a side note... the fact that using an inspiration causes movement supression sucks. Please correct this, there is no reason for my movement to be supressed because I have to hit a yellow while chasing someone with op'd elusivity only to get slowed down and have no chance of catching back up. This seems a bit overbearing.

I have not tried i14 beta, but i seriously doubt this is fixed. You can test it pretty easily.. throw something with a DoT on a mob then placate them.. if they can still attack you its still broken.
I know on live its still broken as its something I complain about in PvP all the time.
I also know its been broken since i6 as my first lvl 40 villain was a spines/regen and I always had the issue with my spines damage over time breaking placate.

Watch what happens. You placate a mob, but you're still taking AOE damage.. means you're exposed by the damage you're taking.
But that individual mob is still ignoring you. You're not as hidden, they can still see you're there, but your power keeps them PLACATED.
Seems to me to be working exactly as it should.

Just enjoy the action and if you get too frustrated go back to PvE for a while. PvP should be fun for you, if it's not, try to make it fun by finding ways to make the villians work harder for the inevitable kill. Standing among the NPCs is one way to do that!

This is the best advice I've seen for new PvP'rs.. Realize that you are going to take a beating, people have been PvP'ing since I4, so you WILL have to climb the learning curve. That being said, have fun, take your beatings, be graceful in doing so and you will get much better.
CoX is still a skill based PvP system (even if it is less so than before). Everyone can potentially have the exact same build, so skill is what stands out.

Yeah that was me that made the report. If anyone would like to help me test it please PM me. I would like to find out for sure if it's working or not. We can setup some arena duels to find out. I've got my 50 stalker on test already. My schedule is also pretty flexible.

I can confirm its still broke. What breaks placate is any lasting status effect such as Spirit Shark damage over time, spines damage over time, EM stuns, etc...
It has always been broke, and will never be fixed because it will require a major rework of the PvE UI.
Sorry not gonna happen for lolPvP. If you are aware of the problem you can time your placates for maximum effectiveness.
