see i agree with knight_errant that elude is good for the recovery etc in av fights. But having been playing my claws/sr scrapper for the best part of 4yrs ( i dont post much i know) i found elude to be a great power to have, whilst io's and set bonuses can give similar defences across the build and in specific 'holes' this really can shine.
I tend to use elude with an AOE taunt. E.G. when teammates are in over there head with AV's and large mobs, i'd hit elude then i'll throw down provoke pull all off my teammates and im nigh on impossable to hit. (a few other IO's do help with this) Having that extra tanking capability can really help especially in teams with a lot of squishies.
But back to the OP Elude has a large recharge time for a reason, but as u rightly say hasten helps a bit, slotting IO's for recharge can help. Have you taken Quickness? It also increases recharge speed. As your SR look at trying to slot anything upto 5 luck of the gamblers recharge it is NOT a unique like people think. They are expensive tho but if u can afford them in your build and have the money 5 of them at lvl 50 would give a huge recharge bonus of 37.5%!!

anyways thats my opinion, as always trial and error are the best ways to find what works for you.

Dont know if this has been suggested before, but here goes. Having seen so many of us using the new Spore Creature
Creator, i was wondering if we could have a similar thing for the costume/build creator.

I was thinking of Basically it being a downloadable version of icon that you can build your toon with, then upload to the normal servers once you've done. Obviously i dont know how difficult it would be to implement or if even possible.

when i started my scrapper I tried a few different combo's and ended up going back to my original idea which is a cl/sr.

My build is as follows... (not sure on lvl taken tho)

Note i didn't take Practiced brawler, which ive since found to be the closet thing to a must for any sr scrapper. (Altho wouldn't swap anything for it)
combat jump is a great defensive skill, which i found to be needed more than the extra attack from combat kick

But it all comes down to how you play, if u enjoy ur build and it works well for you then don't change it, ive had many alts not last to lvl 10 purely because they don't play the right way to me.
