The population here on Guardian has actually been swelling as new players come in and old veterans return. There are several reasons why Atlas isn't the over-laggy bustling hub of "PL Meh" and "Gimme Gimme Gimme" it once was during the AE Heyday.
One, AE has been significantly altered as blatant exploits are fixed. Closing these gaping holes in the mechanics that led to "Lvl 50 in 30 minutes or it's free" has sent many a newbie into the real world of the game.
This game is heavily instanced, so you're not going to see many people in the open world and many long time vets are hidden. Use /search to see those who aren't hidden and make use of Guardian, Level 50, and Ravenwolf Manor global channels to find teams and such.
All of the servers being "Green" for population is no real indication of server population. The hardware was upgraded not too long ago so much so that even the busiest servers see Yellow only in really high peak times. The color indicates server loads. Click on any server except Guardian, click to go back to server select, and look at where Guardian is in the Server List. The closer it is to the bottom, the higher the population is at that given moment. This is also subject to change minute to minute and doesn't count people like me who are running more than one account at once.
As to not having 50 people spamming "AE Gimme Gimme" crap, I see no problem there.
Since you first arrived in and survived the fever-pitched heyday of AE, I might suggest that you just follow the normal course of contacts and visit the really real world outside of AE for a bit. You're probably still going to find stuff to do in AE. It's more on par, if not below reward levels, with regular content.
The last thing I advise is patience. Going Rogue will be here in Mid-late August and you very well may find yourself swamped in new players and Vets alike by then. Right now, many of the regulars are elsewhere, busy with life, or are just waiting for GR to show back up.

As for your Master Account, It's still there. Accounts never go away unless you were banned, which you weren't. It's just a matter of remembering your Login Name and Password. I know it's been a whole school year since you were last here, but it's worth a shot to try to remember your main account's info.
While my Global Lists have been full across all my accounts, I have opened up the Ravenwolf Manor Global Network to public status in recent weeks. It is now open for all players who would like to find good people to team with and run TFs, Mishs, or even hang out and chat.

heading out for a nap because I know my chances of winning a SB:MP Code are slim to none and I'd rather get a nap than spend 3 straight hours refreshing my screen for the 4 tabs it takes to watch all and get the code the millisecond that it appears and get the Master Account page to cooperate with the speed I would need to beat out 100k+ others so I'll leave you with another one of my famous run on run on run over sentences so enjoy!!

I like the idea of only being "cick" targetable instead of tabbing on 20 of them while trying to focus back on the mob that killing me in the mish.
