So what? GR was bought with the assumption that you have to maintain a sub to access this content. As far as the incarnate system goes, that remains true.

Better reading is also necessary. The only reason the devs need to word it better is because the players make knee-jerk reactions and become indignant when further research gives them information which did not please them.

I am not very sympathetic with this complaint. For one thing, marketing needed to express that players kept booster packs/purchased character slots/going rogue content etc. as premium players. They decided to do so by saying that you "keep everything you bought". Any research at all, however, will tell you that no aspect of the incarnate system is included for premium players.
Is it fair that players who bought Going Rogue don't have access to the incarnate system without paying a sub? Yes (since they bought GR expecting that they would have to have a sub to maintain access to its content)
Does it make sense for Paragon Studios to gate incarnates behind a sub? Yes (because they believe it is their most compelling content, and they need to gate something to make VIP worthwhile)
So what is the complaint? That there are words which led you to think something is true, when in fact it isn't.
What did it cost you to realize this? The time to download the game.

I was able to locate the trenchcoat when creating a character, but it didn't appear to be available when editing an existing character's costume.

There is no reason access to costume pieces should ever have a time-limited availability in this game.

I am sorry to have been the one to disappoint you Techbot. I know that you've been looking forward to this particular aspect, as have many players. When I got the news on Friday, my heart sank a little bit.
Silver lining: The costume parts will be available for a decent amount of time before they rotate out. We will be certain to give heads up before we rotate Tier 9 VIP Rewards out for new ones so that players have the opportunity to make any appropriate purchases to reach tier 9, if they so choose to.

Also, the items need to be in the rewards tree a minimum of three months at a time for those who are planning on using reward tokens from their subscription alone to get them (without having to constantly supplement with paragon point purchases). -
I too would like a comment on this. While I am willing to pay the money to advance into tier 9 (only $30 for me) some of my persistent teammates will not be able to. It is a simple question. How will a player obtain these once they rotate out? Store purchase, wait, or not at all?
I also dislike that all three are part of one costume set, so a player could potentially get some but not all of the set. -

I am guessing it is not for VIPers, but for aspiring VIPers, but I am still curious.
Also, a couple other advertisements from the near future crept onto the CoH main page. -

Perhaps not a surprise, but I didn't read the whole thread. That said, I think higher rewards would increase participation. Anyways, I only came in to give my standpoint, not to participate in the larger discussion or to try to obtain consensus.

I don't think players run it because the rewards don't match the time investment (compared to BAF or LAM). I don't think fun is the issue. It's rewards and player attitude.

Personally, I really enjoy Keyes, just wish people would run it more often. The only problems I find are some oddities in the boss fight (such as being struck during the time freeze and the difficulty in telling who is affected by what).
