I don't think it has had much effect on hardcore ticket gatherers but it probably has slowed down the average player.
And I'm not a "good" farmer. Image what the more skilled could do.

All damage procs do the same damage (before resistance). Against most enemies, this means that ToD will do more damage, even with the lower chance to proc.
Two significant groups will laugh at your puny ToD proc, though: Nictus and Council/5th Column. Fully human Council/5th have no Negative resist, but Vampyri, Galaxy, Warwolf, Mekmen, and Hoverbots all do.
Undead and some demons (CoT Spectrals in particular) also strongly resist Negative.
Of course, damage procs should rarely have a major impact on your DPS, so you can usually take whichever helps get the best set bonuses. -

You have it exactly right - all it does is show your current location at the time it is used.
There is no way to make it continuously update, nor to set a waypoint. -
The Dev and Community Digests are broken. I suspect that the same script that generated the old ones is still trying to generate the new ones, and creating non-vBulletin-friendly code. Either that, or the new script just doesn't work.
As to the General forum, I'm afraid I'm not sure, I didn't frequent that one. But I know that they did merge the Market and Invention forums, so it's quite possible that they did. -
What Mr_Body is trying to say is that there are DOZENS of threads about this already, and at least two or three new ones with every downtime.
Check the date and time at the bottom of the Server Status page. The feed is bugged, and it's telling you that the servers were up, on June 24th. -

Over a year before I started, someone registered for the forums, stole my name, posted once and vanished. A while ago, someone took the same name on the EU forums. Because of the merge, those two got _NA and _EU tacked onto the ends of their names, freeing Roderick for my use.
Since the new boards don't allow name-changing, I've registered my second account under this name. I will no longer be posting as Lavitae, but I will be keeping the avatar for the time being, for those who recognize posters by their icons instead of their names.
