I might have missed it, Biospark, but what level ARE you at at this point? Also, as per your op (wayyy back in the mists of time) how do you feel about defender damage - does the AT NEED the buff, or could just be a little smoother with it?

Or start drama - we HAVE been severely lacking in drama of late. It's like people everywhere have dropped their pants, now there is nothing to incite drama with. Unless you point and laugh now that their pants are down... that might cause drama... -
I personally did a slightly odd build and chose Reactive Armor. I slotted for defense (mostly AoE and ranged) and love it! Definitely not softcapped, but a lot more than nothing. I take him on LGTFs and he doesn't get slept, which means the mezz protect/added resistance from the big bubble stays up. Also fewer hits means my resistance buff goes further...
This not the optimal build for everyone by any means, but the resistance sets aren't very cohesive in their benefits AND the higher ones are damned expensive... -
In all truth, not only do I third (or fourth?) the sonic defender recommendation, I would go one further and recommend pairing it with Ice blast...
Consider that a) The Hulahoop of Doom will be AoE debuffing like mad b) due to the telenuke attack, things will die FAST and c) remaining mobs will clump up but d) any ranged enemy will still likely stay at range. So... a)the resistance debuff is already running high - more is nice, but more damage can be nicer. b) Ice blast is a much faster set than sonic with more damage output c) and ice blast has SWEET AoEs - help finish out tough spawns OR provide the AoE destruction while waiting for the next round of scrapper nuke... and d) there is a very nice, very fast hold in Ice - and second less awesome one as well - for dealing with tough range outliers.
I strongly recommend avoiding electric secondary (mine is a sonic/electric... :-( but I DID take the electric mastery and it has it's moments. Not my favorite choice, nothing makes me smile quite like the awesome sucking noise of Powersink :-)
You could go with a different mastery and just put on a cool electric aura... :-) -

On the otherhand, I went stamina and skipped conserve completely... I don't like having to rely on a click power to give me my end back; I prefer a constant. It really comes to your personal choice.
As far as siren song, like Quaver said, just acc early on. Then one of the sleep sets: Sandman is great and usually cheap. Not sure what the market is up to lately, but the purple set for sleep (Fortunata? Don't remember) is one of the cheapest.
My Sonic/NRG was my first lvl 50, and I still love playing her years later. The synergy between the stunning effects in both sets is great for soloing. And honestly, I just love putting a spawn to sleep, walking right up to one mob and using power thrust, and shooting as he flies through the air. Total focus as the 'wake-up call' on the next, and a nice quick bonesmash/shout finisher for the third. Rinse, repeat. Heh.
And if you haven't noticed yet... use the 'bright' selection for sonic, and use two very strong and different colors (red/blue, teal/yellow) - the powers look AWESOME! -
I definitely second that screech is a far better choice than pet gaze!
Also, siren song is less useful in this build. It doesn't give -res; meanwhile Fearsom Stare gives the fear which works on most things and the debuff which ALWAYS works, even if they aren't feared. Take this power ASAP.
My only other comment based on the second posted build, wait on howl... that is a lot of aggro in the early levels. Shift everything to get stamina at 20, shadowfall at 22. At 24/26 take howl and howling twilight. You could swap Howling twi and shout if you prefer more control to direct damage early on. Then Amplify at 28, maneuvers at 30, Dark servant, then screech then tactics... I think you will like that build better - strong all around, good control, good debuffage, and keeps you end use manageable. -
