ArcahnosÂ’ control of the Rogue Isles and the efforts of the ragtag Heroes of Paragon City marked key moments in criminal history. Underneath these events, though, lurking in the shadows of Arachnos was the Psychotic Syndicate, a vast criminal organization possessing incredible power and influence.
The Syndicate's tentacles reach everywhere -- from the polished spires of ParagonÂ’s City Hall to the seamiest Mercy Island tavern. Many of the organization's thousands of operatives had no idea that they were benefiting the Syndicate, so layered and intricate were the fronts that the Syndicate hid behind. The Psychotic Syndicate had involvement in every known type of illegal activity, and its information network rivaled the accuracy and scope of even Ghost Widow.
Existing in one form or another for decades, the modern era of the Syndicate was sculpted by several key figures to form a Council of Godfathers. Serving beneath the Godfathers were a cadre of Overseers, who monitored and managed activities in specific territories.
Having proved themselves a viable threat, the Syndicate found itself under constant hero attack. The core group of the Syndicate spent years relocating their hidden headquarters, finally settling in Cap Au Diable, below Aeon City. A few short months later, Longbow agents discovered where the Syndicate was but never managed to mount a successful assault. A second base of operations was nearing completion near the distant island of Grandville when Longbow spies informed the Freedom Phalanx of its location. The Freedom Phalanx acted quickly on this information and destroyed the base. The Syndicate continues its operations despite their heavy losses caused by the Freedom Phalanx and remains one of the most feared and powerful criminal organizations in the world.
