It is possible to walk most everywhere, sometimes a short hop is needed, like on taller stairs in Galaxy. You can walk out of Faultline and Grendels Gulch in the hollows (that is, if you can survive). Some of the exploration badges are impossible to get to by ground crawlers. If you want I can talk you on a walking tour of Paragon City, just keep in mind it'll take several hours.
