Pretty sure. I'm guessing you'll have to run the Praetoria missions and make "choices" that affect your alignment. Only once you've moved your alignment to the appropriate heroic or good level, only then will you be able to enter blueside.

But you won't be able to do. GR is an expansion, and you must have COH/COV to play it. Meaning the same game systems are in effect as now, except there's an expansion that allows you to modify your alignment =after= you've created your characters.
Read the official description again without the "I wish" glasses on.

You what they did fix with the chat bug, though? I had an issue where a chat bind was linked to Ctrl+A. Which also became a bind for the select/copy/paste feature they added. After those went live, my bind would bring up the chat/channel commands, but with the cursor at the beginning of the line, so I always had to hit the End key.
I talked to a dev about it at HeroCon (I suck at names; the British guy) who was surprised at the behavior and promised to look into it. My bind works now, and I don't have to hit End any more. Yay!

And he is now off the hook for any penalties or fines for nonpayment. Policy or not, coins are legal tender for all debts public or private. Failure to accept legal tender disallows the recipient to sue for nonpayment, or charge penalties or fees for same.
I know the policy exists so angry people won't pay in pennies, but that guy may still have the last laugh, if he can hold his water.
