I got Author on 04/26/2009, progress bar on creator was showing 16 of 25 before i logged off that day. Next day it dropped to 8 of 25. In few more days it grew to 11 of 25 and dropped to 8 of 25 again, where it still at...

I don't think that was the case...

You forgetting about the rating griefing. Some players will rate arc with 0 or 1 star to make it disappear from first pages.

I have similar problem with Creator Badge. Got Author, progress bar on Creator was showing 16 of 25. Logged on 2 days and progress bar dropped down to 8 of 25. I filed bug report.
