Okay, maybe skip the build, and lay the tried and true survivability Dark Armor IO strategies on me?

Hi there,
Flickershow, my DM/DA Scrapper just hit 37, and I'm starting to think about IO strategies. Call Me Awesome has a pretty good guide for early Invulnerability. I was wondering if there was a similar set of tried and true things to aim for with Dark Armor. Is shoring up defense the way to go, or capping resistance? Typed defense, or positional? Sets you must take, or that come highly recommended? In what order of importance should you consider various boni?
What follows is my levelling build. I'm looking for a well-rounded, PvE focused build. Not too expensive--I dabble in the market, but don't live there.

Does the dust cloud when landing still reflect the secondary colour of the boots?
Does the effect fire with CJ as well? If not, I guess I'll just stick with the cyborg piece, then.

Hi there,
Will rocket boots fire only when a travel power is activated? Does Combat Jumping count?
Wasn't planning on taking a travel power, and thought the boots would account nicely for the height and control of combat jumping. (Knockback IO sink for DM/DA Scrapper).

Thanks, Vitality. I know that as you approach the soft-cap, the to-hit debuffs become pretty meaningless. At 50, I will probably work on softcapping the build, and drop elude. But my build prior to that will still see some benefit from Touch of Fear. How often do you find you are using Dark Consumption? Is it a quality of life power, or necessary due to the endurance consumption of the build?
Maybe I'll drop DC for Touch of Fear on the way up.
Maybe I should just play the build and figure it out for myself as I go along, too. Heh.

Hi there folks,
DM/SR was my first Scrapper back in I3. I made it to about 28, and then got into Defenders.
I'm back at it, starting from scratch.
This is a tight, tight, build and it's almost where I want it to be, generic IO wise--but I had to skip Touch of Fear to fit all of the SR powers in. (I know most people like to approach the soft cap, and drop Elude, but for now I want to keep it for the "hero moment"). The thing that's driving me crazy is Touch of Fear has that sweet, sweet to-hit debuff that works so well with SR, and is great for difficult targets.
My question is this: With Dark Consumption in the build, is Conserve Power ulitmately necessary for the Elude crash? I play out both scenarios in my head: Elude crash, pop blue, conserve power, re-toggle, continue. Elude crash, pop blue, pop Dark Consumption, re-toggle, hope to god your endurance holds out with no recovery until everyone is arrested.
Reasoning it out here, it sounds like the first option is best, and I'll have to wait 'til I softcap, drop Elude, and possibly Conserve Power to take Touch of Fear, and some other goody. But I really like the superheroness of Elude.
How long does the negative recovery last? Mid's doesn't say.
Do any of you DM/SR players out there not use Touch of Fear? If you do, where do you fit it? Do you wait 'til you're softcapped to drop Elude?
Any insight or advice would be appreciated!
