Wolfe Gunner ran with Blood Wolffe into the heart of the base. Blood Wolfe could sense it, the smell of another abomination, but this one seemed scared, helpless...
Their fears were confirmed as Wolfe Gunner came to a HUGE room, in the center of which was a horrible sight; a beast, having the body of a monster, but the head and face of a young girl, was fighting off several Heroes on the ground.
Sniffing the air, Wolfe Gunner watched the Heroes fight the beast, the beast lashing out with tentacles and swiping at them with claws. Several Heroes jumped out of the way as the monstrosity bit down, trying to EAT the Heroes.
"Who the hell are you two?" Captain Eagle asked, looking back at Blood Wolffe and Wolfe Gunner.
Wolfe Gunner was busy looking past the fight, though, at a small opening that led into another room.
"Come on!" Wolfe yelled, taking Blood Wolffe by the hand and running towards the opening.
The monster, seeing the charge, tried to smash the two as they rushed towards the room she was guarding. Jumping quickly, Wolfe Gunner and Blood Wolffe were able to make it into the room just as the monster smashed the area above the opening, collapsing it in on itself and closing it off to the Heroes that were fighting the monster.
Wolfe Gunner looked up, looking his altered eyes gazing upon Requiem, who had been busy talking to another Hero when they burst in.
"Well, well..." Requiem chuckled. "THREE Heroes. NOW it's fair."
"Tick-Tok, Freedom Phalanx Reserve!" The Clockwork proudly declared.
Lieutenant Hawk and Sergeant Falcon looked at each other, then burst out laughing.
"You... a member of the Freedom Phalanx Reserve?" Lieutenant Hawk wiped tears from her eyes as she patted Tick-Tok on the head. "How cute."
Captain Eagle and the rest of the Super Group "Final Justice" turned around the corner just as Night Shike was offering his "quicker transportation".
"No need for that." Captain Eagle declared, talking into the communicator on his wrist. "Private Dove, are you in position?"
"Yes, sir!" Private Dove's voice crackled back, and in the next instant, before any of the four Heroes could react, they and the Super Group were teleported into the heart of the Council Base. Private Dove stood up, saluting the Captain as he took a quick glance at the four new Heroes.
"OK." Captain Eagle declared to his Super Group. "We all know what we're here to do; I know some of you have reservations about it, but it IS something that must be done."
Private Dove asked to be recognized.
"Yes, Private?" Captain Eagle asked, turning to Private Dove.
"I... just can't believe that there isn't any other way..." Private Dove said softly.
"Private, private..." Captain Eagle said, placing his hand on Private Dove's shoulder. "In times of war, the greater good MUST be protected. At ANY cost. And while our lives may be forever tainted because of our actions, we can rest assured that future lives will be in MUCH better hands because of what we do here today." Captain Eagle looked into Private Dove's eyes. "You don't think like myself, the Lieutenant, or the Sergeant. I understand that. You're young, naive. Don't worry." He turned away from Private Dove. "When you're older, you'll understand."
At that moment, a rumbling could be heard throughout the room. The center of the floor opened, and the dreaded Super Sleeper arose from the pit. It had tentacles coming out of it's back, had huge, grotesque muscles, but the most horrifying thing of all...
"I want my mommy..." The thing wailed sobbingly. Anyone could see that, at it's heart, it was just a 7 year old girl.
"*******!" Captain Eagle cursed under his breath. He turned to the four new Heroes. "You four stay in the back; only Heroes as powerful as the members of 'Final Justice' have a chance against this thing!"
As the Super Group began fighting, two Heroes rushed into the room.
"Who the hell are you two?" Captain Eagle yelled, turning to the two Heroes. The two jumped into a small opening that the monster left open. The monster smashed the opening after they leapt into it, causing it to collapse.
"[Censored]!" Captain Eagle yelled. "Lieutenant Hawk! Search for another way in! Now!"
"Welcome Quinn Isarian, aka Bloodfang. We've been expecting you. Won't you join us...." Requiem chuckled, holding what looked like a remote control in his hand. "I must thank you for bringing all those Heroes and innocent victims to the hospital." Requiem laughed. "You Heroes are so predictable." He pressed the button on the control box.
Paragon City has strategically-placed hospitals in almost every city zone in the city. Knowing that the chaos from his plan would put many Heroes and innocent lives in the city, Requiem had placed several of his Kamikaze Sleeper Agents in the basement of each hospital. And when he had pressed the button, the Kamikaze Sleeper Agents exploded. All across the city, every single hospital collapsed as the bottom of the buildings exploded. Thousands of Heroes and innocent people died instantly, and many others were now trapped in the rubble of the buildings.
Requiem chuckled as he threw the now-useless control box down, crushing it under his heel. "Now, on your left is a machine that can pacify the Sleeper Agents for one hour, PROVIDED one of you Heroes sacrifice your life. You can maintain their happiness, so long as you Heroes keep on sacrificing yourselves every single hour." Requiem laughed once more. "You'd be doing my work for me. Now, on your right is a machine that can stop this whole mess completely. It will free the Sleeper Agents for a moment, but then they will die a most EXCRUCIATINGLY painful death." Requiem smiled wickedly. "No more Sleeper Agents, no more threat to Paragon. You can stop all of this, all you have to do is kill some inncent victims." Requiem paused for a moment, studying Bloodfang's reaction. "Of course, there IS the password. Don't be foolish; I haven't written it down or told it to ANYONE, not even Vandal or Nosferatu. And, being the sport I am..." He extended his tentacles from his body, transforming into his true Nictus-form. "I'll make you a deal. Best me in battle, and I'll tell you the password. Of course, one Hero alone doesn't stand a CHANCE against the power of the Nictus-"
Two Heroes crashed into the room at that moment, causing Requiem to turn to see Blood Wolffe and Wolfe Gunner.
"Well, well..." Requiem chuckled. "THREE Heroes. NOW it's fair."
Requiem prepared himself, getting into a fighting stance. "Come on, the clock is ticking." Requiem smiled. "THEIR fate is in YOUR hands." -

Ever since I let on the fact that I "borrowed" some ideas from an Anime, I thought that the few people who WERE following it stopped, which is why I've been concentrating my time with this RP Thread, but... Anyway, yeah, I HAVE been caught up with controlling the "bad guys" in this RP Thread. Since I probably don't need to do that for the remainder of this Saga, I'll go back to concentrating on my "other" characters. (I won't say "good" characters, since Wolfe Gunner and the Super Group "Final Justice" aren't necessarily "good" by everyone's definitions of the word)

Wolfe Gunner spat on the ground, being one of hundreds, if not thousands of Heroes converging on Striga Isle. Rock, Fire, Snow, Giant, and Mirage, his five wolves, kept a tightly-nit circle around their master.
Wolfe Gunner stopped as he saw the wolf-man run head-first into the entrance to the base, the two guards on duty being destroyed by some type of energy ball. Wolfe Gunner stopped for a moment, thinking hard. He looked down at his five wolves; they seem to nod in agreement.
"You know, this'll be the last time we can do this..." Wolfe Gunner chuckled, pulling out a magical trinket from underneath his shirt.
"What the hell do you think you're doing?" Wolfe Gunner yelled, aiming his rifle at the oddly-dressed man who was petting his wolves. The man had fur clothes, and when he turned to Wolfe, Wolfe could see his face-paint, the symbol of a wolf's claw on his forehead.
"Oh, I'm sorry!" The man said apologetically. "It's just that I haven't seen many wolves since-"
Wolfe Gunner fired a warning shot at the man's feet. "They're NOT wolves!"
The man hesitated, then continued. "Yes, of course." He quickly turned back to the wolves, then back to Wolfe, obviously pondering the situation. "I'm sorry, I forgot to introduce myself. My tribe calls me He Who Runs with Wolves, but you may call me Wolf Runner." He extended his hand towards Wolfe.
Wolfe turned down the man's offer. "Name's Wolfe Gunner." Wolfe spat on the ground. "You stink like wolves, you know that?"
"Well, so do you." Wolf Runner said as politely as he could.
Wolfe Gunner instantly raised his rifle towards Wolf Runner. Wolf Runner raised his hands in the air instictively. "Listen, I came to the city to get AWAY from the wild, so unless you-"
"Can I ask you something?" Wolf Runner asked, keeping his hands raised.
Wolfe studied the man. "What?"
"If you hate wolves so much, why do you keep these five with you at all times?"
Wolfe narrowed his eyes at the man. The two men stared at each other for some time, neither one moving. Finally, Wolfe lowered his rifle.
"Not that it's any of your business, but I owe these five guys." Wolfe sighed, taking out his flask. "I took something away from them. The same thing those accursed wolves have taken from me." Wolfe Gunner took a sip from his flask, then sighed once more. "I met these five when they were just infants, before they had a chance to be turned into the same vile ANIMALS that killed my parents." Wolfe Gunner chuckled to himself. "Funny. I've just met you, yet you're the only person I've ever told this to."
Wolfe stood there, his chuckle becoming friendly laughter, and soon Wolf joined in the laughter as well.
"That's a pretty good bond you and your... friends... share." Wolf said after the two men calmed down. "What do you call your friends?"
Wolfe Gunner looked at Wolf Runner. "Well... I never named them." Wolfe Gunner admitted after some time.
"Oh..." Wolf Runner thought the situation over. "Would you mind if I performed a ceremonial ritual with your friends?" Wolfe Gunner eyed his new friend suspiciously. Wolf Runner raised his hands defensively. "Don't worry; it's perfectly safe. In fact, it might help you and your friends become closer than EVER before."
Wolfe Gunner studied Wolf. He seemed non-threatening, open. And his five wolves, who always growled and barked at strangers, seemed very trusting of him.
"What kind of ritual is this?" Wolfe Gunner asked.
Wolfe Gunner concentrated on the trinket in his hands. "Alright, guys..." He said, watching as his wolves began to glow. "One last time; after that..." Wolfe thought for a moment, then sighed. "Hell, I think a vacation is LONG overdue." The five glowing wolves howled for one moment, then turned into wisps of light. The light then was sucked into the trinket, where it glowed with a constant, white light.
Wolfe's body changed. His right arm erupted into flames, but his skin wasn't burned, and the flames seemed controlled, not moving from his right arm. His left arm grew cold, soon covered in ice. His body turned into solid stone, his legs grew incredibly muscular, and the symbol of an eye appeared on his forehead.
The names "Fire", "Snow", "Rock", "Giant", and "Mirage" were given to my friends during that ceremony... Wolfe Gunner thought as his eyes converted from the eyes of a man to the eyes of a wolf. As much as I hate this transformation, the ability to Control the powers of Fire, Ice, Earth, Gravity, and Illusion has been necessary twice in the past.
Wolfe Gunner dropped his now-useless rifle to the ground and ran after the wolf-man. However, this is the last time I can transform like this and maintain my humanity. If I ever transform again after this time... Wolfe Gunner's stomach turned at the thought. ...I will be forever trapped in this half-human half-wolf ABOMINATION of a body.

Captain Eagle stopped for a moment. His Super Group, "Final Justice", also stopped upon their leader's signal. Listening closely, he heard people approaching from behind.
"Sergeant Falcon!" Captain Eagle whispered.
"Sir yes sir!" Sergeant Falcon replied silently, stepping forward and saluting Captain Eagle.
"You are to go with Lieutenant Hawk and secure the perimeter behind us; you know what to do if it's more of those Sleeper Agents."
Lieutenant Hawk stepped forward, brushing her blonde hair back a bit as she accompanied Sergeant Falcon, silently retracing the Super Group's steps.
After turning the next corner, the two Heroes found the source: three Heroes, apparently alone.
"How would you like to proceed, Lieutenant?" Sergeant Falcon asked, his tone professional.
"They don't look like they'll be much help..." Lieutenant Hawk eyed the Clockwork. She sighed. "But, in a mission such as this, the code of 'Final Justice' states-"
"States that in times of desperate need, any and all available Heroes who are incapable of protecting themselves WILL be protected by the members of 'Final Justice'!" Sergeant Falcon quoted the by-line verbatim from the Super Group's code book.
"Right." Lieutenant Hawk sighed. "Sergeant?"
"Yes, Lieutenant?" Sergeant Falcon asked.
"Loosen up, for the love of God." Lieutenant Hawk stepped out from where the two were hiding and identified herself. Sergeant Falcon quickly moved behind her.
"I am Lieutenant Hawk of the Super Group 'Final Justice'. State your names and Super Group affiliation; I must inform you that if you are not currently in the care of a Super Group we of 'Final Justice' are obligated to protect you." -

The Center sensed the break-in. Vampires... He thought. And they don't care who they kill... while I'm sure Requiem can handle this problem... He turned to his project, then pressed a button on the control panel. I can't afford to take chances. The room enclosed into a small ship, and the ship detached from the base and flew away from Striga, and out of Paragon City itself. Through your failure, Requiem... The Center thought. You have secured my victory. The Center laughed as the ship headed for parts unknown.
The alarms went off in the Council base, and Requiem brought up security camera images.
Requiem smiled to himself. "Vandal!" He called out to his second-in-command. "Send some of our Sleeper Agents to meet these intruders, and then broadcast this feed; I want the world to see what their so-called 'Heroes' are doing to innocent lives." Requiem chuckled as he watched the vampires mercilessly attack their enemies. "Every action your clan makes only brings the Council closer to it's goal. Go ahead and throw away your morales, dispose your duty to innocent lives into the wind!" Requiem chuckled. "Because THAT... is TRULY what I've been planning all along."

((I don't know, Grey Wind. From the backstory, we know that Requiem takes orders "unwillingly" from the Center, showing that the Center is OBVIOUSLY more powerful than him. And since Requiem is pretty damn powerful (considering his fusion with a Nictus), the Center must be VERY VERY powerful to command such a minion like that. But since we don't know anything about the Center so far (maybe we will in the future), I wanted to illustrate what his "immense pyschic powers" could be (as that's the ONLY thing we DO know about him). Don't worry; his power really doesn't count in this RP. As you'll see later, he's just going to run away once his little 'project' done. That's the reason I PUT the project in this RP in the first place. I wanted something this big to INVOLVE the Center, but I wanted some reason to take the Center AWAY from this RP so no Heroes actually FOUGHT the Center. I REALLY wish we had more info on the guy, though...

As preparations to meet the Heroes began in the Council's base, the Center thought for a moment.
I should go check on MY OWN trump card... The Center chuckled to himself as he headed for his private quarters.
Requiem watched the Center leave and shuddered. If there was anyone Requiem feared more than Statesman, it was the Center. Why does he toy with the Heroes like this? Requiem asked himself. Although I've only seen his powers ONCE, I KNOW he could probably go toe-to-toe with Statesman himself and win...
It was kept from the public, that was true. Requiem, Vandal, and Nosferatu had been cut off from the Center, leaving him alone in his own base for a day. Statesman saw the oppurtunity to put one of the biggest threats to the city behind bars, and he went for it.
On that day, 500 of the city's BEST Heroes charged the base where the Center was hiding. There were no guards, no Council leaders, just the Center, alone in the base.
The Center sat alone in the middle of the base, fully aware of the approaching Heroes. No thoughts in the entire world could escape HIS mind.
Oh, good. The Center smiled to himself, sensing the charge. It's been awhile since I've done this and I'm a bit out of practice.
With one thought, the entire army of 500 Heroes fell to the ground, holding their heads. Even the strongest Mind Controllers in the group were completely helpless, in the psychic grip of the Center.
They've come so far, it would be a shame to kill them right away. The Center chuckled. With another thought, the Center used his telekinesis to break all four limbs of each of the 500 Heroes, their cries of pain stifled as the Center made sure to keep their mouths shut. That was fun. Now, let's see... The Center thought for a moment. Ah, perfect. With a thought, the Center used his powers to stop one of the Hero's hearts from beating. After he was dead, the Center moved onto another Hero. One by one, the Center killed them by stopping their heart, or freezing their lungs, or squashing their brains inside their skulls, or anything else the Center could think of.
In one single hour, the Center had killed 500 Heroes. And he never lifted a finger.
I wouldn't have believed it if I hadn't seen it on our satellite myself... Requiem thought, shaking at the thought. His channeled his fear into anger. When the Council rules the world, I'll make sure to find some way to kill that son of a [censored].
Requiem checked his watch, then smiled. Show time.
The Center caressed the tube containing Morning Star in his hands, admiring the power and genious behind it's creation.
If nothing else... The Center thought, chuckling to himself. Today will at least be the day you are finally born. -
All the T.V. sets in Paragon now showed the insignia of the Council on their screens. As Statesman and thousands of others watched, the screen changed to show Requiem, Nosferatu, and Vandal on a podium, their hands raised in their air.
"Greetings, citizens of Pargon!" Requiem delcared in a loud, bold voice. "And a SPECIAL greetings towards Statesman." Requiem chuckled. "Since I know you're watching." Requiem stopped for a moment, savoring the sweet air of victory. "As all of you are now aware, your city has been overrun by creatures of the Council's creation." Requiem stopped for a moment, smiling wickedly. "But who are these new soldiers? Yes, Heroes, who is it that you are so violently opposing? As it just so happens, I have one such 'soldier' right here." Requiem motioned to Vandal, who shoved a young man in front of the camera. The young man, though neither bound nor gagged, was still so scared that his shaking was visible, even on screen. "That's right, THIS is one of the faces of the oh-so-HORRIBLE Sleeper Agents you've all been fighting!" Requiem, Nosferatu, and Vandal laughed maniacally, then Requiem pushed the man in front of the screen. "Tell them your name and history. NOW!" Requiem demanded.
The man stood, the camera panning on his tear-soaked face, his voice quivering as he spoke. "I-I'm John Brown..." He began, looking back occassionally at the Council Leaders behind him. "I... heh..." The man laughed in spite of himself, his tears redoubling as he did so. "I GUESS I'm one of the reasons you Heroes are in this mess..." The man broke down crying, but a threat from Vandal caused him to regain his composure quickly. "I never... MEANT to do what I did... I..." He broke down. "Look, don't listen to what they have to say! I've killed so many people I DESERVE what they'll do to me, but don't turn your city over to them! Clarissa, if you're watching just remember daddy loves you and-" Vandal grabbed the man by the throat and dragged him out of view of the camera.
"So you see..." Requiem said after several minutes of silence. "These 'new soldiers' that all you Heroes are battling are really perfectly, completely, innocent civilians." Requiem chuckled under his breath, and soon the chuckle became maniacal laughter. "And I warn you, any attempt to knock these Sleeper Agents out or try to reverse the process that has caused them to become Sleeper Agents WILL result in IMMEDIATE termination." Requiem chuckled once more. "Why do I tell you this? Simple. Now you can't claim innocence through ignorance." Requiem laughed again, then continued. "So, unless you 'Heroes' have the balls to kill the same citizens you SWORE to protect, you will do the following:
1) You will persuade the U.S. government to hand over ALL power to the Council.
2) All Heroes will IMMEDIATELY report WITHOUT any resistance to City Hall for termination.
3) You will bring me the heads of Statesman and the Freedom Phalanx on a platter.
"And, if my Sleeper Agent incentive wasn't enough..." Requiem panned the camera back, revealing a blood-chilling image; hundreds of Paragon's citizens, bound and gagged, were tied down on their knees, several Council minions hovering their weapons from head to head. The volume of the broadcast was increased so one could hear the cries of the hostages.
"I will kill one hostage every 10 minutes until compliance with my demands have been met." Requiem chuckled. "It's your choice, Heroes. And for those of you who think I'm bluffing..."
The man from earlier was brought out, crying. Requiem lashed out with an unearthly tentacle, snapping the man's neck. "I don't bluff." Requiem said. "The countdown begins now." A clock appeared on the screen, counting down from 10 minutes. "Surrender or watch another innocent victim die."
The broadcast ended, but the clock on the screen continued to count down... -

I DID kind of get carried away, and I didn't expect many people to run with it. That being said, I will now come up with a good old-fashioned RP cop-out

"Sir?"
"Damn you all! This is my plan!" Requiem mumbled, asleep on the control panel.
"Sir, we're ready to go on the air!" Vandal yelled in Requiem's ear. Requiem woke up, a bit dazed. "Huh? Oh, right! Is everything ready?"
"Yes, sir."
"Good!" Requiem chuckled. "Soon Paragon City will be under the rule of the Council!" -

Statesman's eyes stayed glued to the T.V. as the largest amount of Task Forces that had ever been assembled since the Ritki War were briefed. Then, the Insignia of the Council disappeared from the screen, being replaced by the image of Requiem, standing on a pedastal that had the Council's symbol embroidered on it. To his left was Nosferatu, and to his right was Vandal.
"Greetings citizens of Paragon!" Requiem yelled out in a dramatic voice. "And a special greeting to Statesman, since I KNOW you're watching." Requiem chuckled a bit, then continued. "As ALL of you are aware by now, your city is being attacked. But NOT by my Galaxy Troops, nor my Vortex Agents, not even by my Warwolves or Vampyri. No, your city is being attacked by your own employees, your own families, those who you Heroes swore to protect but ultimately... have failed!" Requiem, Nosferatu, and Vandal laughed maniacally for several minutes, then Requiem continued. "Now, unless you want to see your city be reduced to ashes by the end of the week, you will listen to my demands! First-"
Suddenly, Requiem's transmission was interrupted, and the image of Adamastor now appeared on the T.V. screen.
"I think not, Requiem!" Adamastor declared. "For you see, I've finally attained what I needed to make the Circle of Thorns the NEW rulers of Paragon, and soon, the World!" Adamastor laughed, then raised his right hand. On one of his fingers was a gold ring. "As anyone in M.A.G.I. could tell you, THIS is the Cursed Ring of the Center Universe! By combining it's dark magic with that of several ORDINARY rings, my minions are capable of INCREDIBLE power! Watch!"
The screen showed a Ruin Mage, surrounded by Heroes. On his hand was a black ring, quite ordinary looking, save for the fact that it was glowing with green mysticism. The Ruin Mage leapt into the air for the familiar Earth Shaker attack, but when it crashed down...
The entire screen went white for a minuted as the explosion engulfed the Heroes surrounding the Mage, and when the smoke cleared one could see the Ruin Mage standing in the center of a large crater, the street and surrounding buildings completely destroyed.
"Ha ha ha!" Adamastor laughed. "You see? The Circle of Thorns is now-"
The screen changed again, this time showing Mr. Ting, Dancing Lion and Swirling Crane of the Tsoo.
"Obsolete!" Dancing Lion finished Adamastor's sentence. "For we of the Tsoo now have in our possession THESE!"
The three Tsoo held up their hands, revealing that they were clutching some green, glowing jewels of some sort.
"THESE are the Sacred Emerals Fragments of the Jewel of Power!" The Tsoo generals laughed. "With THESE, our minions can attain powers far greater than the Circle! Observe!"
The screen showed a Tsoo Dragon Warrior, his sword unsheated, staring down almost a dozen Heroes.
"This minion has strategically placed four of the Sacred Fragments in his arms and legs." Dancing Lion voiced-over as the Tsoo attacked. His movements were so fast normal humans couldn't even see it. In the next instant, the Tsoo Dragon Warrior stood alone over the Heroes, who had all been sliced to pieces.
"Ha!" Dancing Lion laughed. "You see? We can't be beaten! We-"
The screen changed again, this time showing the Clockwork King.
"Negative." The Clockwork King declared. "For we of the Clockwork have developed our OWN plan!" Several hundred Clockwork cheered behind the King. "You see, we have implanted EXACTLY 376 of you humans with our MIND CONTROL CHIP!" The Clockwork King laughed, and the Clockwork applauded behind him. "Look at ONE of our subjects!"
The screen changed to show a man who stood with a blank expression on his face, his voice monotone as he spoke. "We are the Clockwork. Resistance is futile."
"Ahem!" The Clockwork King pulled out what looked like a remote control and pressed some buttons.
The man spoke again. "All hail the Clockwork! Do not oppose us!"
"Now, this plan, which I did NOT steal from any sci-fi television shows..." The Clockwork King hesitated for a moment, then continued. "Is already in action! But don't be fooled!" The Clockwork King moved his brain around in his jar, possibly from excitement. "These minions have the COMPLETELY unique and also-not-stolen ability to ADAPT to ALL Hero attacks, rendering your attacks useless!" The Clockwork King laughed, and the Clockwork behind him applauded once more. "The time for-"
The screen changed once more, this time showing the face of Dr. Vahzilok.
"My ulitmate creations are ready!" Dr. Vahzilok declared bodly. "You see, even as we speak, my After-Life ray is radiating through your city, bringing everyone who's dead back to life!" Dr. Vahzilok seemed pleased at himself. "Rejoice, fellow citizens! I've finally found a way to conquer death! Sure, they're a bit mindless and hunger for brains..." Dr. Vahzilok coughed slightly, then continued. "But they ARE your recently lost loved ones! And this is a good first step in-"
The screen changed once more, this time showing Clamor's smiling face.
"The FREEEEEEEEEAAAAAAKKSHOOOOOOOOOWW!" Clamor yelled out, heavy metal music playing in the background. "Our time has come!"
"That's right, n00bs!" Teh Pwnxzzorr shouted, butting his face in front of the camera. "W3 wi11 PWNZ JOO!"
Clamor knocked Teh Pwnxzzorr out of the way and focused the camera back on himself. "We have flooded the streets with our highly potent SUPER SUPERADINE!" Clamor laughed uproarously. "This is some good [censored]! Not only does it give people a euphoria, but it's SO good that the euphoria NEVER goes away! You're city will be filled with drug addicts for all eternity and-"
"Get a job!" Countess Crey's face appeared on the T.V. screen. She then breathed deeply and smiled wickedly. "Yes, fair citizens, it is I, Countess Crey! And I have a bit of a confession to make..." Her smile widened. "I've been supplying many of Paragon's Villain Organizations all along!"
"Really?" Statesman asked sarcastically.
"But now I stand to make quite a bit of money in the chaos! You see, I've just signed a deal with some of this nation's more... active enemies. It turns out that I stand to make quite a bit of money if I provide them with some of our Villains right here in Paragon!" Countess Crey laughed. "Soon, the whole world will-"
"Bow down to Vanessa Devore and the Carnival of Shadows!" Vanessa declared as her masked face appeared on T.V. "You see, we have released mind-control serum in the most cosmetic of cosmetics that Paragon has to offer!" Vanessa laughed haughtily. "Soon, all your women will belong to us!"
"<Not quite, humans!>" A Ritki transmission now appeared on the screen. Unfortunately, the Ritki were not aware that only a few humans understood their language. "<We of the Ritki have found a Universe in which the Ritki Army is still strong! Once we open the Portal, the Ritki War will begin anew!>"
"Wrong!" Frostfire's face appeared on the screen. "The Outcasts are going to rule this world with our WEATHER-MASTER MACHINE!" The camera panned to a large contraption. "This machine will bring an eternal forecast of thunderstorms, hail, tornadoes, a whole lot of rain, and basically anything else we can think up of until-"
"Me think not!" Grendel's face appeared on the screen. "For we Trolls also have master plan!" Grendel brought up a crayon drawing of stick-figure Trolls picking up what looked like circles. "First, we Trolls get big rocks!" Grendel then showed another crude, crayon-drawn picture of stick figure Trolls throwing the "rocks" at stick-figure humans, some of them already on the ground with X's for eyes. "Then, we Trolls chuck rocks at Heroes! Ha ha ha!"
"Idiots!" Requiem appeared back on the screen. "This is OUR time, the Council's! NOT yours! Stay out of this!"
The screen split into 10 parts, each of the groups' leader's faces appearing in the 10 parts, each one arguing with one another. This lasted for about 15 minutes.
"Wait!" Grendel said at last. "We all hate Heroes? Why not we crush Heroes first?"
All the Villains were quiet for a moment.
"Yeah! Let's PWN those n00blets!" Teh Pwnxzzorr yelled.
"Right!" Adamastor agrred.
"Death to Heroes! Death to Heroes! Death to Heroes!" All the Villains began shouting.
Statesman watched the screen. "Our problems just got 10 times worse..." -
The doors to the warehouse burst open, the Super Group "Final Justice" swarming in the building. The bodies of dozens of workers lay on the blood-stained ground of the warehouse, the smell overwhelming several of the younger members of the group.
"Captain Eagle, over here!" One of the members shouted to the leader of the Super Group.
Captain Eagle walked around the bodies littering the floor; he was no stranger to such sights. The member who had called him directed his attention to one man, half-naked and shaking in the corner, his body soaked in blood and several workers' bodies lying next to him, their throats ripped open.
"I... don't know how this happened..." The man stuttered; he was in shock. "I was working as normal and and and..." He made a weak motion to the bodies around him. "The next thing I know... they're all... they're all... oh God..."
As the man broke down and sobbed, Captain Eagle motioned to several of his teammates.
"Did I..." The man looked up to see a line of Heroes aiming the palms of their hands at the man. "What are you...?"
"I'm sorry." Captain Eagle said, taking one last look at the man. "May God have mercy on your soul."
Captain Eagle watched as his Heroes fired their fire, ice, and energy blasts at the man, killing him instantly. He sighed as he saw the man's charred body slump to the ground.
"That makes over 20 so far." Captain Eagle said, turning to his second-in-command, Lieutenant Hawk. "At least this one had reverted back, otherwise we might have lost some more of our members."
"Captain..." Lieuteant Hawk said, her tone a bit soft. "Don't you think what we're doing is a bit... harsh?"
"Lieutenant..." Captain Eagle sighed. "You weren't there during the Ritki War; you didn't see what I saw. We, who call ourselves Heroes..." He sighed, then regained his professional tone. "Sometimes it is necessary to do the most horrible things, turn a blind eye to everything you've been taught for your entire life, in order to preserve the greater good." He placed his hand on Lieutenant Hawk's shoulder. "You'll understand someday, when you're older."
"Captain Eagle!" One of the members of the Super Group yelled, running up to the Captain with a television in his hand. "You've got to see this!" He said, plugging the T.V. into an outlet in the warehouse.
Once the T.V. was on, the familiar annoying tone of a T.V. "Emergency Broadcast Test" was heard throughout the warehouse. But when the picture came into focus, the screen showed the Insignia of the Council on the screen.
"What are they doing, Captain?" Lieutenant Hawk asked.
Captain Hawk narrowed his eyes on the screen, cursing under his breath. "Preparing their demands." -
((OK, just to be clear, actually KILLING a Sleeper Agent WON'T cause them to self-destruct; it's only when they're knocked out or someone tries to tamper with the Council's magic and/or technology on the Sleeper Agents that they self-destruct. The only exception is the Kamikaze Sleeper Agents, who just self-destruct automatically))
Azura quickly responded once she heard about the urgent matter at M.A.G.I.
"I sense a disturbance all around us; what's going on?" Azura asked. She noticed several other M.A.G.I. officials pondering over a note.
"Let's see..." Azura said, looking over the note. It was stained brown from being half-burned, but the first part of the note was legible enough to read.
The time for the Council has arrived! My plan is foolproof, but there is one last thing I need you to do: Go to the City Hall quickly and stealthfully, making sure no Heroes see you. City Hall keeps records of everyone who's been-
"It would have been alot nicer if the rest of the note hadn't been destroyed..." One of the M.A.G.I. officials said.
Azura pondered the note. "Maybe we don't need the rest of the note..."
Wolfe Gunner was approaching the demolished buidling when his cell phone went off. His wolves were already digging through the wreckage.
"What is it? I'm busy right now, so talk!" Wolfe yelled into his phone.
"...throughout the city. Our correspondents went to City Hall for comments, but so far have - OH MY GOD! WHAT IS THAT-!" The feed on the camera was cut, causing static to show on all the T.V.'s that were tuned into the local news.
"Geez, these gimmicks are getting more and more ridiculous everyday." Jim said, taking another chug of beer. "Honey, I thought you said we were going to move out soon!"
A large crash behind him caused Jim to turn around, seeing his wife, several times larger and more muscular, eyeing her husband with red eyes, the insignia of the Council on her forehead.
Jim stood speechless for a moment, then sighed. "I want a divorce." His wife leapt into the room, grabbed Jim by the neck, and snapped it like a twig. -

Wolfe turned and fired at an approaching Warwolf, his five wolves circling around him, protecting their master.
"Damn monsters." Wolfe said, aiming and taking another shot at his Warwolf attackers. All around him, he saw other Heroes, even the wolf-man, holding off the Council's Hoverbots and Warwolves. "Only the Council would be able to stand such disgusting allies." Wolfe cursed, aiming at another Warwolf.
Meanwhile, in a Restaurant across the street from the bar...
"Put the girl down..." Master Blaster said in a low, commanding tone, his arm raised towards the man in front of him. Next to him, Mindy Reader and Sir Tankalot kept their eyes on the man in front of them, his eyes blood-red and the insignia of the Council on his forehead as he held the young woman in one of the many tentacles sprouting out of his back.
The Heroes wouldn't have believed it if they hadn't seen it themselves; one moment, the team had been happily taking a break from their "jobs", eating at their favorite restaurant. The next minute, this man, who had been calmly eating his meal, transformed into this... creature... and snapped the necks of the five customers in the store, along with the only two employees that were working at the time, before the Heroes even had a chance to react to the situation.
Normally, Master Blaster would have taken the guy out by now, but he was using the young woman as a human shield.
"I won't say it again!" Master Blaster said, energy building up in the palm of his hand.
"Don't!" The young woman choked out, barely able to speak. "Don't! He's my father!"
A silence descended on the Heroes, and Master Blaster's expression changed from anger to utter confusion. The situation, for him at least, had just changed incredibly.
I don't know just how powerful this guy is... Mindy said telepathically to Master. But even I should be able to hold him in place, if only for a second.
More than enough time... Master thought. Mindy turned to Sir Tankalot.
Can you get over there and get the girl out of his arms in that amount of time? She asked. Sir Tankalot nodded. OK, wait for my signal.
There was a silence in the small restaurant, save for the cries of the man's daughter. Then...
NOW!!! Mindy yelled, and a pinkish aura covered the Sleeper Agent as Sir Tankalot rushed forward, snatching the girl from the man's arms. Master leapt to the side and fired a blast, making sure it was only strong enough to knock the man out. The blast hit the man square in the face.
Wait! Mindy yelled telepathically, even her telepathic voice filled with fear. Don't do that! He's triggered to-
It was too late. The instant the man was knocked unconscious, the self-destruct sequence activated IMMEDIATELY. The explosion was large enough and powerful enough to immediately kill the man, the girl, and the three Heroes instantly. It also caused the entire building to topple over, something that wasn't missed by the Heroes fighting the Council Hoverbots and Warwolves in the bar across the street.
Wolfe Gunner heard the explosion and turned in time to see the building topple. "What the...?!"
"Wonderful." Requiem chuckled, watching his minions on a monitor giving live feed via an illegal Council Satellite Imaging Program."I know Heroes far too well to allow THAT to work; even if my Sleeper Agents are knocked out, their self-destruct sequence will destroy everyone in the area right away. No countdown, no signal, no delay of any kind. You can't knock them out, you can't reverse the process, all you can do is kill them. It's flawless." Requiem's chuckle became maniacal laughter. "Can you do it, Heroes? Can you throw your ridiculous morales to the wayside, kill the parents, siblings and children of the city you serve and protect? Or do you let them live, come after me, and allow my Sleeper Agents to kill as they desire in your abscence, innumerable innocent lives that YOU will be responsible for?" Requiem smiled an evil, twisted smile. "Now is the time for your greatest test of character, Heroes. The choice is yours; all I have to do is sit back and watch the show." Requiem's maniacal laughter echoed throughout the halls of the Council base, seeming to go on for an eternity. -

A gunshot sounded, the bullet whizzing inches from Fox's face. Wolfe hadn't been aiming to kill Fox, just to get his attention. Wolfe followed his fire with a whistle, one that usually called his wolves back to him immediately. This time, however...
"Rock!" Wolfe called out, the wolf still bearing his teeth at the man. "Here! NOW!"
After some time, Rock finally joined his master, along with Giant and Mirage. Fire and Snow, upon hearing their master's call, came to Wolfe's side as well. All of the wolves continued to growl at the man.
"I apologize; my friends normally don't behave like such animals..." Gunner studied Soildat. "You must a wolf's curse on you." Gunner chuckled. "Probably the worst curse in the world, being hated by those beasts."
"So, tell me..." The Center said, eyeing his minion. "What exactly are these 'Sleeper Agents' of yours capable of?"
"Well..." Requiem thought quickly. Normally, Requiem could stare down an army of Heroes without breaking a sweat; but then again, not many had seen what the Center was capable of. Requiem had, ONCE. And ONCE was more than enough. "We have several different varieties of Sleeper Agents, as I'll explain..." Requiem cleared his throat.
"First, there's the Vampyric Sleeper Agents. These Sleeper Agents employ the same methods of attack as our Vampyric soldiers, but lack the physical... ahem... traits."
"Secondly, we have the Animus Sleeper Agents. When activated, the once-ordinary human grows in size, becoming a muscular behemoth. This not only makes the subject stronger, but also makes him or her quite Invulnerable to conventional weaponry."
"Next, we have the Demonic Sleeper Agents. My personal favorite." Requiem chuckled, but stopped once the Center remained silent. "These subjects grow tentacles from their body and gain access to immense Dark power to both attack and defend themselves."
"Lastly, we have the Kamikaze Sleeper Agents. As their name implies, these Sleeper Agents automatically self-destruct upon activation. This explosion is amplified by a darkness magic that makes the affected area of destruction 4 or 5 times greater than the other Sleeper Agents when and if they should self-destruct."
"Regardless of the type of Sleeper Agent, the subjects all undergo some similiar changes: the desire to kill, naturally, as well as their eyes changing to a red color due to a side-effect of the activation process. Also, the insignia of the Council appears on the forehead of the subject when he or she is activated, but disappears if he or she is inactive; we need to make sure our Sleeper Agents go unnoticed, after all." Requiem finished, and waited for a response from the Center.
"Good." The Center finally said after several minutes. "Tell me; have you activated these Sleeper Agents yet?"
"Yes." Requiem quickly replied. "So far, we have over 200 Sleeper Agents already activated in the city, and 500 more that will be activated systematically by the end of the day." Requiem grew excited. "The time of the Council is upon us; our victory will soon be at hand!"
The Center, surprisingly, kept an unethusiastic tone. "Very well. Proceed at will." The Center turned his back on Requiem. "You're dismissed."
Requiem quickly left the room, and as soon as he was gone the center opened a secret door on the opposite wall, entering a long hallway filled with pictures of Council soldiers.
He can meddle in that city all he wants... The Center chuckled to himself, proceeding down the hallway to an extremely large, black metal door. From the soldiers of a lost Ideal... to the Warwolves and Vampyri that the fool loves so much... The Center opened the door, entering a large, dark room, the only illumination coming from a large tube in the center of the room, a creature hooked up to hoses and wires while being suspender in water inside the tube. The progression is obvious... The Center walked over to the tube and pressed his palm to it, looking at the creature inside. A weapon over 60 years in the making... when you're power is complete... The Center looked down at the name plate of the tube:
Morning Star
...THEN, the Council shall place it's throne on ruins of Paragon City. -
The blast echoed throughout the forest, sending birds wildly flapping out of the area as the wolf's body fell onto the dirt ground with a dull thud. The other wolves in the pack looked around, sniffing the air for scent, but Wolfe Gunner was well-hidden, his body covered in dirt, masking his scent.
"That's it you bastards..." Wolfe whispered to himself. "I'm not going to quit until I kill every last one of you!" He fired twice more, dropping the two remaining wolves.
In the past week, Wolfe had succeeded in ridding the forest outside of his farm from almost all of it's wolves. But no matter how many wolves he killed, the loss of his parents was still just as hard on his heart...
He walked out of his hiding place, continuing his daily hunt of the forest. He stopped as he reached a small clearing, his eyes resting on a small cave.
"So, another wolf home..." Wolfe walked towards the cave, his rifle at the ready. Suddenly, a white wolf ran out of the cave towards him, it's teeth bared. Wolfe aimed and fired his rifle as quickly as possible, catching the wolf in the throat.
As Wolfe breathed heavily from his close encounter, he heard something coming from the cave.
More wolves... Wolfe thought to himself. There's no end to them...
He entered the cave, the noise becoming clearer. It was a high-pitched, yipping sound. As he reached the other end of the cave, he saw the head of another white wolf. The wolf turned to him, growling.
"Damn you wolves!" Wolfe yelled, firing his rifle straight at the wolf's head. The wolf died, it's blood splattering onto the cave walls. But something was wrong; Wolfe still heard a sound coming from where the wolf had been.
Coming upon the wolf's body, Wolfe saw the source of the sound; 5 baby wolves, each about only a week or two old, were yipping wildly on their mother's stomach; they had been feeding when Wolfe had killed their mother.
Wolfe steadied his gun on one of the baby wolves, aiming right for it's small head. But something was different; these wolves weren't attacking him, nor did they seem scared of him at all. Wolfe watched the small wolf lick the barrel of the gun that would kill it, all Wolfe had to do was twitch his finger.
They're just wolves... Wolfe said, arranging his thoughts. What's wrong with me? They're monsters; they all deserve to die! Why can't I...?!
Wolfe stood there, eyeing the litter of wolves, for what seemed like an eternity. Then, finally, he lowered his rifle.
"You five don't act like wolves." Wolfe said, leaning down to cuddle the litter. They played about playfully in his arms, some of them nipping on his hands. Wolfe smiled. "Of course; you're still too young, you haven't learned how to be mindless animals yet." Wolfe took off his trenchcoat and wrapped the litter into it, carefully picking up all of the pups. "I'll take you five with me; I can teach you to be better than wolves; you'll be my companions, my friends, my allies..." He sighed. "But you'll NEVER, EVER be wolves in my eyes." And with that, Wolfe carefully brought the wolves back to his farm, and into the world of humans.
Present Day; In an Apartment Complex in Steel Canyon...
Angela woke up from her nap; being only 7 years old, she would frequently take a nap after she came home from school. Yawning to herself, Angela walked out of her room and into the living room of her parent's apartment. Walking into the living room of their apartment, Angela was a bit surprised that her parents weren't around. She then heard sounds coming from her parent's room; she knew she wasn't supposed to go into her parent's room, but she was hungry, and her mother usually began cooking at this time.
"Mommy, I'm hungry." Angela said, opening the door to her parent's room. Angela stopped short as she entered the room, noticing the walls of her parent's room were now splashed with what she thought was red paint.
Angela's mother rose her head up, removing her teeth from the neck of Angela's father; her eyes were blood-red, and the insignia of the Council was embroidered on her forehead.
"Now, Angela, dear, what have I told you about knocking before you come in here?" -

Wolfe looked down at the ground, even as the rain continued to pour onto his body. The rain washed the blood down his arm and spent rifle until it hit the crimson dirt ground. Though his father's body was a few feet from him, throat ripped out; and the wolf's body only several feet from his father, Wolfe's eyes settled on the body of his mother, her cold, lifeless eyes, and the arms that had saved him from the wolf lying cold, lifeless...
"Hey, what the hell are you doing?!" The bartender immediately yelled when Gunner walked into the bar. "Get those wolves out of here, now!"
Gunner immediately shot his rifle to the side of the bartender's face, breaking some bottles and causing everyone else to file out of the bar.
"They're NOT wolves." Wolfe said coldly. "And I WON'T have them sit outside like animals." He sat down on the barstool, the three wolves jumping up on their own barstools and panting happily. "They'll have any meat you've got; a bottle of vodka for myself." -
To everyone who has been following this fanfic: Don't worry, I haven't given up on this story by a long shot
I know it's been some time since I updated (mainly due to a small family emergency that I had to attend for almost a week), but I'm working on the next Chapter and should have it up soon. I'm having some problems with editing...But other than that it looks like it'll be a good Chapter! I'll have it up as soon as possible!

Wolfe looked at the clock. His father had gone out half an hour ago to feed the chickens, and his mother had left ten minutes ago when he hadn't come back.
What's taking so long? Wolfe wondered. Sighing, he grabbed his new rifle (his 16th Birthday present) and went out after his parents. He had been practicing with his father for some time, and he had gotten pretty good at it. His father had even promised him that he would take him hunting with him soon. I hope I'm as good of a hunter as Dad when I grow up... Wolfe thought as he walked outside...

Wolfe eyed the woman's rifle, eyed her posture, and chuckled to himself. "Yeah, I'm sure you've been through alot too. Sorry, but I've got to be going." He turned to the wolf-man one last time, then began walking away.
As he walked away, Wolfe whistled loudly into the air, and soon what appeared to be five large dogs arrived at his side. However, on closer inspection, one could see that they were obviously wolves. He kneeled down and patted each one on the head, pulling out some meat to feed to them.
"Let's try another area of the city." Wolfe said after the wolves were done eating. He looked back at the wolf-man and the woman, then patted two of the wolves on the head. "Fire, I want you to keep your eyes on the wolf-man; and Snow, I want you to stick to that woman over there." He motioned to the woman with the rifle behind him. "Fire, if that... THING... tries ANYTHING, rip his throat out." He then turned to Snow. "And I'm relying on you to protect that woman. I've got enough deaths on my conscious, and I don't need any more." The two wolves licked Wolfe's face, then immediately sprinted to who they'd been assigned. Wolfe smiled, and he and the three remaining wolves walked on.

"Don't you DARE attempt to justify your actions to me!" Wolfe Gunner yelled, a bit taken aback that the abomination in front of him could speak the tongues of man. "Vampyri aren't even CLOSE to being as evil as YOUR vile race." He spat on the ground and turned to the woman, eyeing her high-powered rifle.
"He's nothing but a cold-blooded killer." Wolfe said, staring at MaDeuce. "You couldn't understand... he's nothing but a MONSTER." Wolfe was silent for some time, then lowered his rifle. "You want to protect him? Fine. Don't come crying to me when he rips your throat out." Wolfe reached into his trenchcoat and pulled out a whiskey bottle, taking a huge swig. "If you only knew... just how EVIL his KIND is..."
Meanwhile, in one of the many office buildings in Paragon City...
Bruce opened his eyes, thinking he must have fallen asleep at his desk. Raising his head, he noticed that his face seemed to feel a bit... sticky. Looking down at his desk, Bruce's blood turned to ice; his desk was covered in blood.
"What the...?!" Bruce got up with a start, bumping into something in his way. Looking behind him, Bruce saw the body of one of his co-workers lying on the floor in a pool of blood.
"Oh my God..." Bruce walked out of his office, stopping dead in his tracks as he looked across the blood-stained cubicles, his eyes settling on body after body of the people he knew, most of whom were close friends before... before...
Bruce dropped to his knees and wept.
In an Undisclosed Location...
"It's genious." Requiem explained, causing the Center to narrow his eyes on him. This action alone made Requiem squeamish, but he continued to explain anyway. "You see, if there's one thing I've learned about the Heroes in this city, it's this: many of them REFUSE to kill, especially killing innocence. This is where my plan becomes foolproof: You see, for some time now I've had certain members of the Council kidnap several office workers. Of course, sooner or later one Hero or another comes and rescues these 'innocent' victims and returns them to their grateful families." Requiem scoffed at the last few words, but continued. "But unknown to them, they've already come under the fold of the Council. You see, I've had my minions employ a mixture of dark magic and modern technology that will turn them into Sleeper Agents, incredibly powerful beings that have only one desire: to kill." Requiem chuckled at this, but the Center remained silent. Requiem quickled stifled his laughter and went on. "The best part of this is, the Sleeper Agents themselves are COMPLETELY innocent; almost ALL of them have a family, kids, and an otherwise happy life. Even the slightest action to attempt to reverse the dark magic or remove the technology in these Sleeper Agents will result in an IMMEDIATE self-destruction, killing the Sleeper Agent and anyone in the general vicinity." Requiem's voice grew increasingly excited. "Think about it? What do you do if you're a Hero? Kill a spouse, a parent, who is not in control of what he/she is doing? "No, the Heroes won't know what to do; how will their precious value of not killing hold up against this new threat?" Requiem stopped for a moment, then smiled wickedly. "And the best is yet to come, believe me."
The Center, after being quiet for so long, finally laughed so loudly and so maniacally that even Requiem was taken aback. Then, he joined his leader in laughing, the uproarus laughter echoing throughout the secret base of the Council.

Wolfe Gunner steadied his rifle on the blood-stained wolf, cursing to himself as he did so.
Damn Wolves... He thought, his mind wandering back. I'll NEVER forgive you...
Wolfe laughed as he rolled around in the grass, his mother tickling his stomach playfully, laughing as well. Wolfe looked back to the farm on which he lived, saw his father on the front porch of their house, whistling to himself as he cleaned his gun.
"Say, Mom?" Wolfe asked sometime later, as he and his mother layed on the grass and looked into the clear blue sky. "Why don't we move to the city? I hear they have alot of tall buildings, and cars, and even people that fly around in the air in the city!" He looked at his mother pleadingly. "Please?"
Wolfe's mother turned to him for a moment, smiling. "Yes, the city is pretty amazing..." She turned back to the sky. "But it's pretty amazing here, too." She sat up slightly. "You probably wouldn't understand, Wolfe, but many people in the city would pay an arm and a leg to move to a place like this." She motioned with her hand at the green valleys that spanned around Wolfe's familes' small farm. "Here, we can live in harmony with the beauty of nature." She turned back to Wolfe, and embraced him in a hug. "And I wouldn't trade that for anything in the world." Wolfe was too young to understand his mother... but he returned her hug anyway.
"You're nothing but a cold-blooded killer." Gunner Wolfe said, aiming his rifle. "And it's my duty as a civilized human being..." He cocked his gun. "To rid this world of every last inhuman animal there is." -
