The specs listed for Ultra mode also seem low, but again, that's only what's needed to get them to function. Standing still, things look awesome! You'd need higher hardware to get better playability from the new game settings.

NO. The minimum specs have not officially changed, but many of us feel they should have been raised a long time ago. -
Yep. This usually ends up with players asking "Why wont Maria Jenkins talk to me?" (or give me her story arc with Tyrant at the end)... because they need to clear some old arcs first.

That isn't a new badge, and that isn't a new area... so I doubt it has anything to do with War Witch's comments about i17 content. Most people have come to the conclusion that she was referring to the not yet earned MoLGTF badge.

Let's pretend you have an item for sale in a Consignment shop in real life, but the store is closed a particular day... You're item is not lost, but you wont be able to retrieve it until they reopen. You can go back home and send a family member or friend to check on the store for you, but they will have no luck either until the store actually reopens. -
Saying it's a 50% increase is false-logic though. The actual value is based on some decimal that is rounding to that number of pixels. Your 4 pixels could be anywhere between 3.5 and 4.4999..., and my 6 pixels could be anywhere between 5.5 and 6.4999... That means the actual increase could really be anywhere between 22% and 86%.
For now, let's assume yours really equates to 4.4999 pixels, and mine is 5.5, making it only a 22.2% improvement, which is closer to the actual resolution increase of around 20%... so it's not as weird as you think.
As I said above, when I scaled down to 1024 resolution, it still had only 4 pixels. Assuming my resolution scales to the same size of 5.5 as we used above, we can assume the 1024 res is at the other end of the rounding spectrum at 3.5, giving it an increase of 63.6%, which fits the actual resolution increase of 64%.
It just depends what the original size of the font was before it was reduced to each of our resolutions and recalculated and rounded. The higher resolution you use, the higher chance to be bumped up another pixel of detail. -
I just did this with my Widow.. WOW!
They stacked Mind Link on each other, used multiple smoke grenades so I could not even see them, and they love to Placate and Elude.
It was brutal. -

As proof of concept, I took a screenshot of my full screen and resized it to a 1024x640, the numbers became 4 pixels high and unreadable, just like yours.
If you want better quality, you have to use a higher resolution, but it's not going to make it any bigger, and your performance in the actual game may drop. -

Now why is it super small for some (4 pixels), and more tolerable for others (6 pixels)?
Having more pixels does not make mine bigger. If you take a high resolution image and display it on a low resolution screen, it's going to look bigger.
Taking a picture from 2 different resolutions are going to appear different sizes when viewed size-by-side on the same screen, even though they would look the same size if viewed next to each other on their original monitors. The only difference would be quality, not size. -

In Ouro, look for "Twisted Reflections" in the middle of the 25-29 list.
Completing it will unlock "Looking Through the Glass" right above it on the list.
On Villainside, look for "Me, Myself, and my Other Selves" also in the middle of the list.
Completing it will unlock "Good Villains Never Die" further down.
- While running "Good Villains Never Die", select "8 clones" during the first mission to earn the "Army of Me" badge. -
