But odd as it seams, the best way to build a server community is look outside the established community, pick up the odd stranger with the 'lft!' flag. Spare slot? Search the team finder window before BMT. -And talk with them, to them, not just your buds. I know it's a bit 'riskier,' as this goes into the PuG territory, but it does help those joining up or starting up to find company and start to get a feel of who plays around here...and you wouldn't believe how far a little civility and kindness from a stranger go to making a player's time more fun, and keeping them involved in a server.

It wasn't through this forum, or an old friend.
I was on a random PuG that ended up Trick or Treating,
And we were all having a ton of fun.
Then someone (Saffron I think?) said that they had to go do -Some-TF-or-Another-
And I asked "SG Obligation?"
And she said "No, BMT"
I was confused, so I asked and I got an invite from one of the other people in the PuG. (I forget who at the moment, I'm sorry)

We need to do something else together soon.
I'm buried under a few deadlines at the moment so I'm not on every night, or for very long on any night,
But I'd still love to do something.
I've been working on a crab when I do get on lately, so that I have a villian I like playing. She's not so much fun solo yet though. :-/ -

Having missed out on a few years of content,
And returning home to Champion,
The server really doesn't seem dead,
Especially now that I have access to BMT when I never did before.
My supergroup pretty much dried out in those years,
But BMT kind of feels like a SG to me to be honest.
I haven't abandoned my old skeleton of a group yet,
Because I don't really feel like I NEED to.
That alone makes me seem to think that the server is far from dead.
Maybe there was a population boom in the time that I missed,
And that has skewed my perceptions,
Maybe I like soloing enough that I don't notice.
Either way, I have difficulty agreeing that my server is dieing.
((Unrelatedly, I keep hearing good things about HoJ and their members. I'd love to team with some of y'all some time and see what all of the fuss is about. ;-) )) -

I was having a similar problem,
I made a custom map using members of the Devouring Earth (Listed here as having an xp multiplier bonus http://boards.cityofheroes.com/showthread.php?t=192461)
I just made a custom group using Devouring Earth and pulled over the ones that I wanted to fight. None of them gave a modified xp amount.
They gave the same amount of xp as custom critters from other ae arcs.
I haven't tried putting in "random Dev Earth" yet and seeing how their xp is, but I'm guessing it'll be the same. -
