Just as the title says, I was wondering if they added voice chat to CoH?

Hello, does anyone have a I9 mind/psy/ice/ perma dom and soft capped defense build to share? I Would also like to solo the lord recluse strike force. My mind dom is currently level 23, and I seemed to be stuck getting a build to work. Thanks in advance.
