In our case, I think there were several reasons it worked out. The 5 of us when we began were all Tabletop PnPer people. We all knew each other in real life. Chose to pick up the game together and always ran with each other (whether in sports, clubs, shenanigannery, or playing CoH).
We constructed a SG together based off a concept I had written out. When it seemed to match up with CoH so well, I fleshed it out.
To do that I drew up numerous "events" that occur based on char's actions/events in-game/time/etc as triggers and after having gotten the basic plot points for the SG mates Story lines; I included those as well.
It helped that all of our friends were very conscientious of each other and dedicated. Over the next couple of years we picked up very few people as we were very leery of other RPers (Thanks a carrot-weight-poop-ton Pocket D for ruining our impressions of RPers on Virtue). But the people we picked up got involved in our RP even when they weren't part of the SG (and eventually joined).
It was a blast, so much so, we carried it out of the game and I created a game system just for it.
That said, it was a TON of work (by everyone involved).
Not sure if I just added anything worth mentioning but there you go, my 2 cents.
Oh and the reason I thought that these "Events with Triggers" was really nice and helpful, it helped me stay excited even though I technically knew all the plot. I never /really/ knew /when/ something was going to occur. And it was hilarious seeing how some things turned out.
Also, always always encourage each other. Do /not/ get lazy and for instance not respond to someone's typed up RP (straight fiction/open ended RP/whatever). It's tiring to do and write and even a single line, "That was nice" or even constructive criticism will keep them coming back. Instead of, "Oh I read it, just didn't comment." which will kill their desire.
They're doing it for interaction purposes. Interact with them or watch them leave. -
So, noticing that there may be no Villain side VG listing coming about I was hoping that the (in general) awesome Virtue community would be kind enough to help meh find a good RP VG for one or both of the two Villains I have (I typically play heroes only).
That said, I'll describe the two of them a little and let you have at it. Oh and while neither would prolly balk from doing some of the rather evil things, they aren't dyed in the wool villains. So, blowing up buses full of children, exploding orphanages, and smushing little puppies making puppy-dog eyes: probably not so much.
Now if you're VG deflates jump houses or steals children's ice-cream cones or digs channels so the waves will wipe out sand castles: Well then, I'd suggest that red side isn't a good home for you. Neither is blue and honestly at this point you may want to look into psychiatric help.

I just got an I7 machine that behaved exactly as you mentioned (same video card too) when I uninstalled the drivers but didn't get it cleared completely.
I'd recommend making sure the drivers are gone and using the 185.* version drivers. That fixed it for me.
Just so it's clear, here's my chain of events:
- Install CoH, spend forever downloading crap (~2 hours).
- Run Game ;; black screen with noise
- Uninstall 186.* drivers
- Install 185.* drivers ;; errors exactly like yours
- Uninstall 185.* drivers
- Reboot
- Install 185.* drivers
- Run game ;; Success!

Ding. Basically, paid or unpaid, someone's job or not... someone needs to come forward as the sacrificial lamb for the continuous cycle of crap that has been put forward. Note the wording I use, "sacrificial lamb". I say this because I'm sure that Statesman et al won't own up to it but offer up a poor innocent soul in their place.

Either that or a REALLY crappy/lame excuse for it and a "sincere" promise to do better.
Bitter? Yeah, but that's what happens when you've dealt with almost 2 years of this crap. -
I've already said repeatedly that I think the Management at Cryptic is completely out of their gourd.
1. For continuously alienating the people who are actually into their game enough to keep testing this garbage they spew.
2. For the completely inexcusable manner they've run this whole company and the simply UNBELIEVABLE amount of "mistakes" that have been made.
Seriously, once or twice, heck even three times I can live with. But debacle after debacle is completely unacceptable.
This is your JOB. Do it right and seriously, have some pride for crying out loud.

In my opinion, tanks have become less than "low priority" for the Dev's. I think THEY think they've spent enough time on the AT and are more than willing to ignore blatant and game killing issues and bugs. In essence, take your average meal-worm. Where is he on the food chain? Ok, now go lower. Lower. Lower, still. Perhaps a tad lower. Wait! Now, lower. Lower yet again. Run out of stuff to go lower than? Well, Tanks are actually lower than that. Welcome to your place, bish. Enjoy your stay. -

It is very difficult to keep all of the proper data together in one place for easy reference. I suspect that Cryptic has someone collate all of the check-in comments from various powers-changing adjustments made to the game, and that is the official company line with regard to power changes.
Looking up the specific numbers on a power takes some work. Not a ton, maybe 5-10 minutes- less for whoever wrote the code initially.
It seems totally unreasonable to expect Cryptic to invest the time to look into every claim made on the boards or in-game about unnecessary power changes. To investigate a change requires even more work, because you also need to review past revisions of that power, and compare. In many cases, I suspect the numbers do not immedaitely suggest what, exactly, changed from a player's perspective.
I suspect that the changes to EF were done as part of the "global defense reduction" pass, and checked in with that batch of work. Unless someone specifically reviews the EF portion of the code to look for changes, it is totally reasonable for Cryptic's spokespeople (CuppaJoe, Statesman) to stick to what they have documented as the changes.
It's great that CoH has a fan base which is dedicated to getting information out to the people who are looking for it. This sort of thing helps Cryptic and the players alike. But claiming that Cryptic should do the work themselves is simply unreasonable from a development point of view.

No offense Mr. Strange, but I don't agree. I happen to be part owner and a developer in a software company and if you are using change control procedures then all the changes should be documented. We, since our work deals with people's money (talk about pissing people off), have everyone of our programmers include their changes at the bottom of the file with dates/times. Is it difficult for someone like Statesmen to know the answer? Individually, yes, but there are REASONS we have Change Documentation and any and ALL changes should be registered (btw, we do Tax Software so please don't cite complexity as an issue). What COULD be an issue is laziness or spotty change control procedures/documentation.
Personally, I think it's a combination of spotty change control and the fact that they are working the same programmers on their CoV debut. I'm guessing they aren't willing to pay the cash to have dev's for both softwares and have people pulling double duty or covering other offices (as many companies do).
Luckily for me. We only work on one software. =)
