Thanks to everyone who responded!
I found out why /bind_load_file wasn't working - it was because there was a space between words in the directory tree. Fixed that, but it still wouldn't work ...
Impish Kat, I tried your idea next, but even with the shortened directory path, the string was still just a bit too long, and it was still getting cut off when the file loaded. Every power except the last one in the string worked, but since the last power in the string was cloaking device, I couldn't skip it.
Snow Globe's circular-bind suggestion worked, however, and the idea to just put the bind files in the /data directory was a good one as well, I think. I just named the bindfiles so that they were directly related to the character. After a little more rearranging, I finally managed to get all the powers to work!I've got to tap the NUMLOCK key a couple of extra times to get all the powers to toggle on (because of the bind cycling), and I have to tap it twice to get sprint to shut off and combat jumping to turn on (thereby turning off ninja run), but it all works!

Greetings, folks, Mace Ironhead here. I wasn't sure where to put this post, so I hope I picked the correct forum.
I recently levelled up my SoA to 41, and I've encountered a problem with the length of the bind I use to execute her toggle powers. Before level 41, this bind worked just fine.
/bind NUMLOCK "powexectoggleoff Sprint$$powexectoggleon Cloaking Device$$powexectoggleon Tactical Training: Assault$$powexectoggleon Tactical Training: Leadership$$powexectoggleon Tactical Training: Maneuvers$$powexectoggleon Combat Jumping"
I use mental training + swift + sprint + ninja run as my travel power, so when I hit NUMLOCK, it turns off sprint and turns on combat jumping, which automatically turns off ninja run, putting me into combat mode. If my toggles are down, I just keep tapping it until they all come back on. Simple and easy to use.
At level 41, I picked up Maneuvers, and at level 44 I plan on taking Assault. Here's the bind I *want* to use:

Is there any way to shorten the command string, or possibly use different commands, so that it will fit within the character limit? I've tried using a macro instead (still gets cut off), knocking a couple letters off the power names (didn't work at all, apparently you *must* enter the full name of the power), the /bind_load_file command (also didn't work at all), fiddling with trays (there is no powexectoggleon_tray command, and the powexec_tray command won't activate them in sequence), and just plain banging my head against the keyboard (I now have a permanent space-bar-shaped dent in my forehead).
I know I could just split the bind in half and use two keys, but I really want to keep all my toggle powers bound to just one key, to keep things simple.
Not so simple, apparently!

I've got a level 35 huntsman right now myself, and I've been asking myself the same questions you have. Two other questions I have are:
With alternate builds, can you choose a different patron power pool?
With alternate VEAT builds, can you choose a different path? Can I go huntsman/bane on one build, and crab on the other, for example?
When I built my huntsman in Mids, I didn't bother with the patron power pools. Here's my current build, and so far, it's rather monstrous in terms of AoE damage and survivability. The builds don't have travel powers (except Combat Jumping), because I've got the Martial Arts booster pack, and ninja run + swift + sprint + mental training (along with a jetpack from the Grandville vendor) is more than enough, especially with the bonus runspeed from the GotA sets. Plus, ninja running across the Rogue Isles while flipping over almost any obstacle just looks damn cool. ^_^

Looking at the PPPs available to Huntsmen/Banes, I am rather attracted to Soul Mastery. Taking a second immobilize (Soul Tentacles) would work well with the WAWG -> VG -> FG -> HB combo, as it could stop those few that aren't caught in the WAWG's AoE and keep them stationary for punishment. Then, Darkest Night would render those immobilized (and not immobilized, for that matter) even LESS capable of damaging you or anyone else. Yes, it's another toggle, but with well-slotted attacks, mobs won't survive long enough for END to become a problem.

Both builds have all positional defenses above the softcap when Cloaking Device is engaged; Ranged is at the softcap with CD suppressed, and Melee/AoE are still around 40%.
The IO sets in Health are rather expensive, but even if it's just 5-slotted with 5 level 50 Health IOs, regen is still at 202%. Another possibility would be to five-slot Doctored Wounds, adding more set bonuses, including another juicy 5% recharge.

PrincessDarkStar: I'm not sure whether or not Combat Flight and Combat Jumping can be used simultaneously, as Quasarflame is only level 7 at the moment. I'll test it once I get him up to level 10. (As a matter of fact, I'll start working on that as soon as I'm done with this post!) However, since HOVER and Combat Jumping can be used at the same time, I am assuming that the combo will function in a similar manner.
After reading the responses here (my thanks to everyone who commented! You all get cookies! ^_^), I started messing around with the build in Mids. Originally, I ignored the melee attacks altogether, which I now realize was rather silly of me. With the addition of Incandescent Strike and Solar Flare as IO mules (and also as tools to use in case any mobs get too close) and a few IO/slot/power placement changes to the build, I managed to get ranged def OVER the soft cap (up to 46.1%) AND five-slot both self-heals with Doctored Wounds. A bit more global recharge, another small damage buff, and added slots for rech IOs in Conserve Power and Hasten make this new build even tastier, IMHO. I lose Light Form, but that was really only there as an "Oh CRAP" button, in any case.
Here's the new build. This one isn't really a leveling build, as I was just swapping things around. I'll redo the slotting for leveling later on.

One other possibility would be to keep Light Form, instead of taking Solar Flare, and use the same 3 slots for 3 pieces of Reactive Armor. That would return the "Oh CRAP" button to the build, bring all resists while in Light Form up to the 85% cap (except toxic [66.2%] and Psi [0%, boo hiss]) and drop ranged def to 45.1% - still just over the cap!

ANOTHER possibility would be to swap out either Incandescent Strike or Solar Flare for Quantum Flight, thereby again returning the "Oh CRAP" button to the build (although I'm not sure if mez effects can still affect you while you're intangible ... ?) Doing this would lower ranged def to 44.8% (if IS was swapped out) or 44.5% (if SF was swapped out), AND it would free up another slot or two, depending on which power was exchanged for QF. It would also make the "Oh CRAP" button crashless ... hmmm ...
OK, I'm overthinking this. All these changes are endgame material, anyway. If anyone has any further comments/improvements/rants/recipes involving bacon, please feel free to add them! I still have more cookies for you! (They're candied bacon/chocolate chip cookies, by the way. Yes, it's a real recipe, and they are made of pure WIN.) ^_^

Greetings and salutations, folks! Mace Ironhead here. I am happy to announce that, after playing CoH since a month after launch, I *finally* have not one, but TWO level 50 heroes!
Please, no applause, just throw money. ^_^
Since I finally unlocked the Kheldians, I thought I'd try them out. It seemed to be far too much number-crunching for my poor brain to try and mix and match forms, so I decided to go with a hoverblaster-style human-form Peacebringer. Managed to get ranged def up to 43.6%, but I'm at a loss as to how to hit the cap with the dearth of slots that Kheldians seem to suffer from. I've also been perusing the Kheldian boards here, and it seems that it's a good idea to slot up both self-heals and try to keep them perma. The sets available to those don't grant any ranged def bonuses, unfortunately, so they're just currently slotted with 1 rech IO each. If you've got any suggestions on slotting, IOs, or power choices, please let me know! Anyone who can improve the build will get a cookie!
Here's the build so far. Looks good in Mids, but, since Quasarflame's only level 7 right now, we'll have to see how it plays as it goes ... I tried to make it a leveling build, and kept set IOs at around level 40 to retain set bonuses while exemplaring. I'm also toying with the idea of swapping Dawn Strike/Photon Seekers/Light Form with Kick/Tough/Weave, so as to get the defense and resist bonuses earlier on.

I've got a conundrum here. After reading over a good chunk of the blaster boards, I can't decide on which is better for an IOed-out blaster - heavy recharge bonuses, enabling you to defeat everything faster, or softcapped defenses (specifically, softcapped ranged/AoE defenses and hoverblasting), enabling you to better withstand attacks.
I'm currently levelling up a rad/devices blaster, so I used those powersets in the build. If you have any recommendations on powersets for either type of build being discussed here, let me know!
Both of these builds are somewhat speculative, and rather on the expensive side (especially the recharge-focused build).
I'd like to know what you think. When you build a blaster, what do you go for? I'm leaning towards the defense build, but that may be due to the fact that I usually play scrappers/tankers, and have a more complete knowledge of defense/resistance sets.

I recently levelled my BS/SD scrapper up to 47, so it's time for a respec and some IO set goodness.
I've been reading a lot of what I could find on the boards about BS/SD, and I have seen a LOT of good builds that easily make, or exceed, the positional defense softcaps, and also have some excellent regen/recovery/+recharge scores.
I'd love to be able to adopt of one these builds, but my problem is ... the influence involved.
It seems that almost every build I've examined assumes that everyone has eleventy bazillion influence to play around with. In my experience, unless you're an evil market manipulator (in which case I shake my fist at you! *shake shake shake*), or just plain lucky on drops and sales, most players (and I'm one of them, even though I've been playing CoH almost since launch, and was in the beta for CoV), simply don't have hundreds of millions, or billions, of influence available to use the shiny, shiny builds available here on the forums.
That being said, I spent some time with Mids, and comparing prices at Wentworth's, and came up with this build. I tried to make it a levelling build, so that you could use SOs/common IOs until 40-ish, then start slotting up with IO sets.
The only expensive sets that I used (my definition of expensive = more than a million influence per recipe) were a single Touch of Death set, two Mako's Bite sets, five pieces of Reactive Armor, two pieces of Blessing of the Zephyr, and the Steadfast unique. Unless I'm horribly mistaken, this entire build can be had for just under sixty-five million influence - including salvage and crafting costs. ^_^
Right now, the positional defense stats are:
Phalanx Fighting inactive, Parry inactive: Melee 40.3%, Ranged 44.7%, AoE 38.5%

Recovery is at 174%, regeneration at 204%, and +recharge at 10%. (Yes, these should be improved, especially the +recharge, but I haven't quite figured out how to do that CHEAPLY yet.)
I'd like to invite build critiques, advice on slots/slotting/IO sets, general comments and heckling. One caveat, however: PLEASE do not suggest "Oh, you just need five LotG +recharges in there, and a few Miracle and Numina's uniques!" This is a CHEAP build, like it says in the title of the post.

The only question that I have is about Call Me Awesome's ideas on market pricing ... how the heck are you supposed to get all those sets for under 30 million? I'm doing ok on influence right now, but some of the sets are running a million a RECIPE (like Reactive Armor), nevermind the rare salvage. Also, there are very few of the Reactive Armor and Smashing Haymaker recipes available, even at those prices.

The -KB IO is worth quite a bit of infl; honestly, I'd either sell it or save it for another character that can actually use it. The recovery bonus from 2 SPs is minor, you'd probably get more mileage out of making sure that all your attacks are slot for end reduction--Typoon's Edge and Blinding Feint are not in the latest build you posted.
But otherwise, the build looks fine.
I originally slotted the attacks you mentioned with recharge reductions because of how their recharge rate was described on the Dual Blades page on ParagonWiki. Now that I've levelled Ironhead Prime up to 28, and have used both of those attacks without recharge enhancements, I'm definitely going to switch them over to endurance reduction enhancements in the build instead - they don't need recharge to use them in successive combos.
Any advice on IO sets for slotting? I've reviewed a lot of the information about tanker slotting, and it seems Reactive Armor is the most popular at the moment for resistance powers. Why is this?
One more question about IO sets, this time for attack powers - I think all the Dual Blades attacks hit more than once per use. Does this mean that I should go for sets that have procs in them (like the Touch of Death chance for negative damage, for example)? Do the procs have a chance to fire each time the attack hits? -

I'd already gone over the information on the Paragonwiki Dual Blades page, and originally decided to go with just the first and last combos - Weaken and Sweep - as they were both AoEs. Thinking a bit further about it, however, I realized that the build I originally posted was a bit short on single-target damage, which could be detrimental in the long run. With that thought in mind, I redid the build, switching a few things around.
RPD was taken at 12 because there are no other powers at that level that actually fit into the build - it's much tighter than I thought it would be when I started. It's the same with the new build. Also, the Steadfast Protection IOs were added to it for three reasons:
1) I already have them both, from an earlier dark/dark tanker (horrible end hog) that I deleted. Might as well use them!
2) If Prime's toggles were to be dropped, he would still have a mag 4 KB protection, which would save him from getting knocked down/back, further complicating the process of reactivating his toggles.
3) Two Steadfast IOs grant an endurance-recovery set bonus. Mmmmm, endurance.
Check out the new build. I managed to cram the first three combos into it this time - Weaken, Empower, and Attack Vitals. This means I've lost the PbAoE + knockdown Sweep combo, but I think the new combo bonuses are shinier anyway.
I also dropped Super Jump entirely, as I just picked up the Super Booster packs, and swift + ninja run + sprint will suffice for my travel power (plus it looks really, REALLY shiny, and, as we all know, shiny is good - it's probably the main reason most of us play this game). If I need more vertical travel ability, well, I figure that's what temp powers are for. I may decide to drop Resist Elements and sub in Super Jump at 49, but we'll see.

Why, hello there!
I am Mace Ironhead. I've been playing City of Heroes almost since launch (at 54 months now, with a year off when I didn't have reliable internet access), and I've loved the game since it came out. There's just something about strapping on some spandex, a mask and a cape, or climbing into a suit of powered armor, that I really enjoy.
However, for some reason, I don't think I've ever posted on the boards here. Time to change that, and ask you knowledgeable people for a bit of advice.

The information there helped me a great deal on coming up with the build that I present to you now.
Any advice on power selection and slotting would be helpful. Ironhead Prime is currently level 23, and is having a grand old time leaping into the middle of a pack of baddies and slicing away, or cornerpulling with his Nemesis Staff and laughing with glee as the mobs bunch up for a nice combo attack.
One note: I'm currently going with an almost entirely common-IO build, to see how well it does in the endgame, before I respec to an IO-set build. I still don't fully understand how all the IO sets and their bonuses work (math and I do not get along as well as I'd like), but any IO set advice would be useful too. Just use small words, so as to not hurt my poor brain.
