Actually, buffs aren't supposed to follow when you zone. While it's one of many, MANY things that didn't make it into the I16 Release Notes, it was mentioned in the Beta Patch Notes.

All dismissable pets will now zone with you, but will lose their buffs. -

The store's been back up for about a week now.
As for the transfers, I think there's a warning that it can take awhile. I think that when you do one, it pops up a window saying that. I've never done one, other than on Test, so I don't know, personally. I guess it depends on the servers involved. -

It might be because that map spawns a random set of Possessed Scientists. I have it on Live, and I always get the Stone Armor lackies, and the Kinetics Lts. My friend, Shadow Ravenwolf, usually gets that, but occasionally, he'll get the FF mobs instead. When he does, he'll exit and reset the mission. Sometimes it takes him a few tries before he doesn't get the FF spawns.
Maybe Ouro isn't randomizing, and is just grabbing the first entry in the list, and that's it?
I do know that for my Live version of the mission, I've ALWAYS had the exact same mobs, but I have teamed with others who have the mission, and have different mobs... -

Yeah, apparently, the code to have them zone with you isn't perfect. I came out of a mission, and my lone 'bot was there, all Yellow and unnamed. I couldn't issue commands, or resummon him, but he'd follow me.
I was told that using a buff on him would work, but I was only Level 3, so no buffs to use.
I ended up having to use /releasepets and resummon.
