Make sure that there isn't a key you have to toggle to turn the Function Keys on. The Wife's keyboard has one of those, and I didn't know it when I set it up. I was like, "Why aren't the F-ing F-Keys working?!", and then I saw the key to turn 'em on.
On her keyboard, above the Num Lock key, and to the right of the Pause Break key is a key labeled F Lock.
If your keyboard has a key like that somewhere, chances are, you turned it on on your old one, and after a year, forgot about it.

Well, Geocities is going to be closed at the end of the year, so you might want to find a new place to host the image. Personally, I suggest PhotoBucket.
From there, on the page where you edit your sig, you either need to enclose the URL in Image Tags, or click the Insert Image Button, and enter the URL there:
Image Tags: [IMG]http://www.geocities.com/the_j_page/pwnpoke.jpg[/IMG]
Image Button:
The stuff under Signature Picture is broken or disabled. Entering a URL into the box is broken and won't work, and uploading a picture is disabled, and won't work.
