I was under the impression from the opening post that players could spend points on the recharge time. This would mean that 'less' powerful abilities (an overall lower number of points available to spend, if you've put more into recharge) would be available more often. As opposed to powers with recharge being a 'dump spendature', which would recharge VERY slowly, but at the same time be alot more powerful.
Increasing recharge time with the more points spent just means that higher level characters (who have access to more points) would be using their ability less.

Yes but you don't want a situation that allows people to spam high powered attacks or buffs that are game breaking while at the same time we also don't want 10-25 minute timers on powers as has been suggested, how much longer the added recharge time would be is debatable since if you take Energy Melee for example, both Total Focus and Energy Transfer even without Recharge Reduction Enhancements in them are up relatively quickly for their power. -

Also, should sig powers be affected by other sig powers? Take in PvP for example...You have just be uber pwned slowed by an ice blaster. You have no attacks up. They are still tiny little blips in the backround. (Even your quickest recharge)
But what about your sig? Will it still recharge at the same speed?
I personally think that any outside force or intervention (like ice powers) should not be able to affect the overall recharge of sigs. Again, sigs recharge time should only be reflected by how you spend your points.

Well if we stop them from being buffed by things like Hasten then they shouldn't be slowed down either. -

heres one, not a full mmo, but did any of the devs ever play phantays star online? that was an interesting take on the whole lobby to instances world game for a console, probably the most successful game of its type on a console, till the gamesharkers killed it.

[/ QUOTE ]i have heard that, and if i werent playing a game currently that let me do that, id really want a game like that, but luckily coh/v gives me my fix for pretty much anything bipedal. one of the reasons i see myself being here when they close down the servers in however many years. the funny part is we can make everything on that list outside of the water based guy,and the fairy with the right wings..and if a certain bit of info about possible wing types made already for the game is true, the fairies will be getting proper wings soon too.

It includes a number of different mythologies ranging from China, the Middle East and even Greece. -

Biography:
In response to Hero 1's death at the end of the Rikti War the Government of Great Britain has instigated "Project Avalon", with the help of the Fae from the Seelie and Unseelie Courts they have been able to create some kind of mystical link to his weapon, Excalibur, the project mystics have been successful in drawing energy from the weapon so far to "imbue" into a test subject, however our intelligence has revealed that many of these subjects have either died or been driven insane.
So far only one test subject has survived the mystical process, interestingly enough this man was apparently not even even associated with the project to begin with, all we have been able to determine at this point is that he was once a Royal Marine and that he received the mystical power through some freak accident without any of the side effects that had been listed before, this commando being the project's first successful receptacle to the procedure has been tested vigorously and has so far more than surpassed expectations.
Having joined the ranks of the Vanguard since November 2006, Sovereign-1 has so far refused to respond to calls to return to the United Kingdom, it is believed he is being drawn to Paragon City and that this connection is related somehow to his transformation.

Biography:
During a failed attempt by Nemesis to gain the new aggregated diamond nanorod enhanced alloys recently created by one of SERAPHs closest scientific associates in Japan, a young bystander called Nakamura Akio became exposed to massive amounts of carbon allotropes released from the nanorods during the destruction of the Nemesis automatons by Japanese armed forces.
When one of the War Hulks exploded rupturing an experimental power plasma conduit within the scientific institutes main lab it caused an explosive chain reaction that vaporized the entire wing of the building, exposure to the massive amounts of heat and energy had an adverse effect on the allotropes that coated Akio's body, fusing into every fibre of his being and making him considerably harder than diamond.
Along with the increased density of his body Akio also took on another ability from the incident at the institute, the plasma from the lab had also altered his bioelectric field allowing him to manipulate it into powerful energy bursts.

ok, i finally made it through the entire thread..
first of all, let me say this is an awesome idea Ultimus.. and really well thought out. it gives a solid base idea for devs to work from if they decide to do this (or something like it).
as far as deployment into CoX, this sounds like a perfect idea to include in the retail expansion (i believe now due next year). not to mention, i have to assume the retail expansion has to include a new level cap (presumably 60), which would help flesh out this idea a bit more.. giving more levels to space out the "spendable points" and perhaps add in a couple.
either way, the point is.. this would be a huge boon to CoX and could quite possibly reclaim some players who have left previously.. as well as inspire non-CoXers to join the fight.
just.. super excellent idea.

Just a note, there is no retail expansion anymore, Issues 9, 10 and 11 will be adding in the content that was originally planned for it.
