I have seen the number crunching and the many personal arguments going out on the forum. From the stand point of a former game devleoper and fan of CoH here is my recomendation.
Super Strength has always been an un-popular secondary. Conceptitually it is great: in practise the advantages don't make it a good choice for anyone.
As a Firey Aura Tanker, I would have been better off with Fire Melee if I was seeking DPS. As it was I was looking for a cool character who could punch out the bad guys. I found one. At level 20, Super Strength gets KO Blow which is nice but not set defining power.
Rage is the set defining power for Super Strength and an oppurtunity for the developers to get people really excited about the secondary again.
How to do it? Balance is important, but every set has its good powers, so -so powers and REALLY good powers.
Rage should be one of the better ones because Super Strength has got a reputation for poor performance.
Rage can change all that. It doesn't have to be Unstoppable, but lets face it - at level 28 Regen Scrappers get an AWESOME power in their Secondary - why can't the SS line get a decent pick?
Many Powers are balanced in relation to other similar powers in pool sets.
The relationship between Hasten and Rage is clear - both increase your combat effectiveness. Both last for 2 minutes. Both have a cost to be paid after the power has run its course.
But Hasten is an over used pool power and Rage is (or should be ) set-defining for Super Strength.
I would try something like:
Bonuses: +80% base damage, +25% Acc for two minutes
Cost: 20 End when the rage finishes to show the exaustion created by such intense... Ragin'
Period. One bounus and one cost. Just like everyone elses powers...
That is what I would do.
Now, Tankers will still have to manage their end because if Hasten and Rage dump your End at the same time, you lose your toggles and go to the Hospital.

Now just sit back and wait for the flames from all the other AT's telling us we Tankers whine to much, and that version of Rage would make us Uber -

I have a friend with an Inv/SS tank. He likes Hand Clap. It's a nice way to grab aggro for him. He hasn't gotten Foot Stomp yet, but still.
He likes Hurl. He feels it's nice to have a ranged attack outside of temp powers.

That's all well and good, but liking something doesn't make it good, I also Like Hurl but the Damage is poor and the range is so short you may as well go up to the bad guy and use Haymaker.
I still say put Rage back how it was before I3, it was fine. -

I wonder if there are any Dustman jobs (thats Garbage man to you Yanks) going in Paragon City, it's the only thing I can see my Tank being any good at anymore..........

I still say three downsides is to much for not enough of a boost!
Everyone else here seems to be excepting the new Rage on Test as a god send, It's still a Pile of Smeg!!!

So again there is a Massive Nerf to a Tanker power and now they tone it down a bit everyone is like " Oh that's so much better".
Well I for one am sick of it!!!
They slip in a Mega Nerf then role it back to a Half Mega Nerf and everyone's saying "yummy Dev's thank you for my spanking" or coming up with other ways to nerf it when it doesn't need a Nerf in the first place!!!
Well here is a news Flash.......
There was nothing wrong with pre I3 Rage! it was fine! it did what it said on the tin and was not, repeat not Broken or Uber! as someone said above it added about 30 damage to my Haymaker, which just about brings SS up to the damage levels of Fire or Axe, without Rage SS is at best a second rate attack!
Put Rage back as it was Pre I3 and leave SS (and Inv for that matter) Alone, SWING THE BLOODY NERF BAT AT SOMEONE ELSE FOR A BLOODY CHANGE!!!!
Rage on Live = Smeg!
Rage on Test = Smeg!
Rage will now be living in my third tray along with Brawl and be dropped on my Tanks next respec, even if the test version goes Live! -
Good bye Rage, we did love you once but now your just a usless pile of Monkey Spunk, and it doesnt look like it's going to change anytime soon, if at all

That makes two useless powers Inv/SS Tankers have to suffer (Unstoppable/Rage)

This is down to player knowledge, it's got nothing to do with Power gamers or casual gamers!!!
Make the information more readily available in game so that everyone knows they can get round the Stun (most of the time) by having Unyielding.
Educate the player base, don't punish the ones who have the knowledge.
It's not like Unyielding or Unstoppable are some big secret or anything......... -
If I cant transfer my Toons i'll be staying in the US, anyone else?
Or will we be forced to move to the Eu servers???
You can copy Toons from the Live US servers to the test server, cant the copy tool be changed to work from Live to Live???
