As one of the people ( Tundara, Molar_Mauler, Ice_Ember, Wonderslug, and Aett_Thorn ) who fought for the most recent Ice Melee changes and has multiple Ice Melee tankers since launch, I have to say the only change that should be asked for is Greater Ice Sword to have another look. Ice Melee is about control and the only reason we asked for the changes were due to some of its control being reduced due to target cap changes "see Ice Patch target cap changes" and Frozen Aura being mostly worthless and an automatically skippable power way back when. With the Frozen Aura changes and Frost being (bare with me) used intelligently, Ice Melee does very well with multiple targets.
If I were to consider realistic options to improve Ice Melee this would be my list. For myself most of these besides GIS are QOL changes.
Either increase GIS damage from 87.2 to 108 (at 50) or decrease its activation from 2.33 seconds to 1.86 seconds and the recharge time from 10 seconds to 8 seconds. (Just a note, a power called Greater Ice Sword should be "Greater" then Ice Sword. )
Make Freezing Touches damage non DOT or frontload most of it like the Midnight Grasp change.
Frontload or split Frosts DOT into only 2 ticks of damage over 3 seconds instead of 6 ticks over 5 seconds .
Overall Ice Melee is performing much better then it used to. I am not going to quote numbers to support my position, but my experiences are more then enough to back up my point.

P.E.R.C. would like to thank everybody who participated in the Community Event Survey. We have an overwhelming amount of data to process as a result of the huge participation we received from all you heroes! We had over 160 people participate in the survey across all servers and cannot thank you guys enough for the feedback you shared. The information we receive is both cross-server and server specific meaning that each of our specific community representatives will now have data so that we can better create unique events that tailor to their specific servers! This will allow us to provide you with the most amazing year yet in terms of events.
We want to congratulate @Shaw Lwhon of Virtue for being the randomly selected winner of the 30-Day time card donated by Champion PERC Representative (and survey designer) Dazz Marvelous! @Shaw Lwhon will be contacted by Dazz with information on how to receive your prize!
Once again thanks for your continued support of PERC and get ready for new event announcements shortly! Have a great day! -
I wanted to thank you guys for having us on. We had a blast. These guys are great to work with.

Since were gonna have this out again time for a little evidence from the last Double XP.

The reason we can not cite anything directly is the message was on the ingame MOTD. I remember seeing it myself.
Here is the full thread for those that want to see it

As for my opinion, must be one heck of a bug to last this long, then again there are plenty of others that have been around longer. Also for the Anti PL crowd, just participating in Double XP Weekend is a form of power leveling. For those of you so true to your "virtue" (not the server) take the weekend off or turn off XP.

PvPEC needs more help, especially on Justice. To be blunt, I am not ingame much anymore and will not be around very often over the next few months. I would hope someone who loves PvP and plays on Justice would step up and take on the challenge to run events.

We have a website set up, the same one that can be used to preregister. Each winner is given a username and PW for this site so they can log in and answer the finalist questions. I will be sending each winner this information in the next day or so.Ok so I actually took first place as Mr. Paragon on Submission, and was wondering about the email i was supposed to receive with questions and such because i have yet to actually receive anything. This is my first time in the competition so i'm sort of confused as to what i have to do. Any help would be great thanks!
