    The post was in response to Cherry and Fanged posts about the matter. Your posts about transparency were very enlightening however were not of what I was bothered about.

    Before I get headlong into my post, I do want to Thank, Dazz, Cherry, Fanged, Pound and Star for their time and service to P.E.R.C. I wish you all the best of luck on all of your endeavors. I also support any and all efforts bring player ran events to the community, no matter were they come from. however with that said I do have a few things I need to discuss.


    The first order of business is as follows. I am the leader of PERC. I have been for the last 2 years. This is a volunteer group, and we all put in time and effort for community events. I do not make light of this to put myself or anyone else on a pedestal, I do this to say that we as a group do the best with what we have and with what we believe is best for all servers with respect to large scale and or multi server events events. As the leader of PERC I do make alot of the event decisions. Specifically with our Spotlight and Mr and MS Paragon events. If there are issues problems or concerns with those events I would love to hear them.


    Secondly, I want to clear the air about some inaccuracies that have been made in this thread. The first is that Spotlight events force reps to run more events than they would normally run. Below is the event code of conduct each rep agrees to when they join PERC.

    Event Code of Conduct

    The Event Code of Conduct will relate to event related rules that every member of PERC must follow. This is limited to events that are in the PERC name unless specified.
    • 1. PERC members are expected to enforce, encourage, and uphold all event and contest rules whether hosted officially or out-of-committee.
    • 2. Any PERC member caught trying to doctor/influence results of a PERC contest will be subject to removal from the Committee.
    • 3. If a PERC representative is not officiating a given event, then they can participate in the event. Regardless, their super/villain group members are allowed to participate in the event, though it is expected that there is no appearance of favoritism.
    • 4. PERC Members may not participate in Major Cross Server events. This also includes the use of alternate accounts.
    • 5. When planning an event in the PERC name, the PERC representative(s) are required to share a brief description of the event in the PERC forums. For example, posting in the PERC forums would allow for others to spot timing conflicts with the given event.
    • 6. All events submitted will be approved within 24 hours by either the First or Second Chair.
    • 7. Farming, power leveling and SG recruiting are prohibited as PERC events.
    • 8. PERC events can include PvP activities provided a PvPEC representative is co-hosting or prior approval has been granted by PvPEC leadership. The event must also include PvE activities. PERC events cannot be exclusively PvP.
    • 9. Spotlight/Feature events will take place every other month. These months are February, April, June, August, October, December. These events will be planned and published by the First and Second Chair. These events will be run on all servers. In the event we do not have a representative on a server the First or Second Chair will run the event on that server.
    • 10. All representatives are required to run a minimum of 1 event every 2 months. Co-hosting events is permitted, even encouraged, but the credit for the event is divided between the hosting representatives. For example, if two representatives host an event together, that counts as 1/2 of an event for each. This is to prevent co-hosting resulting in a reduction of the total number of server events.

    These rules clearly state event expectations for our reps. Specifically with respect to events ran and how spotlight events effect event credit. Specifically the Spotlight events are counted as a reps 1 event every 2 months. Also, nowhere does it say reps must run events not on their server. yes we ask for volunteers however no one is forced to do anything. Just for the record we had, The Rikti Global Offensive, Mirror Mirror, Capture That? and Mr and Ms Paragon Universe. An ingame race event involving the challenge system and Lady Gray, a unique costume contest requiring contestants to have their main costume and their Mirror Version (Think alternate universe), a a Forum Contest involving capturing unique ingame screenshots with 10 categories and Mr/Ms Paragon Universe, our yearly cross server costume contest. The Mr/Ms contest brings me to another point: auction funds and reps INF donations

    First off, To be blunt, I am disappointed at the cheap shots being made with respect to the awards funding for Mr and Ms Paragon Universe. 24 billion in INF was given as prizes. Yes, 2 billion came from the Champion bank, but this was used to finance the Champion portion of the event. However to satisfy who donated what below is a list of who donated.


    Arky: 10 Bill (Virtue Rep)
    Ice Knight: 8 Bill (1st Chair)
    Champion: 2 Bill
    Dazz: 1 Bill (Champion Rep)
    Fang: 1 Bill (Champion Rep)
    Mr. MP: 1 Bill (Victory Rep)
    Mrs. MP: 1 Bill (2nd Chair)

    With respect to Champion Auction Funds, We have only used those funds to finance Champion events and for the most part have been reserved for the Champion reps to use as they see fit. As I said, I am disappointed at the blatant inaccuracy of what was stated above, and trust me, 2 bill more wasn't going to break me, I was just following thru on what we had discussed in a previous meeting about who was donating funds. With that said I am clearing the air so there are no misunderstandings.


    In closing, I hold no ill will to Dazz, Cherry, Fanged, Pound and Star. I wish them the best, and believe that they have the best interests of Champion at heart. They feel their direction is best and I support that.

We wanted to thank the community for making this a memorable event as you all do every year. This event is always hard to judge and this was no exception. All of the finalists had amazing concepts and put on a great show for us. Tonight was a special event and we want to thank everyone that participated.   7. Yay, you go on, for those that can not we have upodated all the server threads and the main thread but also, my net is acting up. Here are instructions to keep everything coordinated.

    Contestants who are absolutely unable to get onto test after trying the instructions above, please contact Madame Pistacio in game @Madame Pistacio and we will work something else out. Hopefully everyone should be able to use the above fix and get on.

If the test server is not accessible near the start of the finals each contestant will log into their respective servers they won on and go to pocket D, the judges will make the rounds, we will be also setting up a global channel to try to keep everyone updated thru the judging as were we are moving from server to server.
  9. Unfortunantly nothing I can do about the patcher, its temperamental at best.
  10. From what I understand the preload of I-19 is causing this issue with the test patcher. However here is a work around IF your test is updated already and you just need to get in.

    1. Create a shortcut from cityofheroes.exe (right click and create shortcut.
    2. Then right click on the new shortcut and select properties
    3. Then add -project cohtest to the end of it Remember after the " 1 space then add the -project cohtest.
    4. Double click the shortcut and you should be at the log in screen shortly.

    For the contestants tonight, those that can not get on test we have a backup plan that will have us go from server to server to judge. We hope we don't have to use it however we do understand that this situation is no fault of the contestants.

    As I am the one who checked the line and verified there were only 8 and invited all the contestants. Were you on the platform with the other female contestants? I am not saying I could not have made a mistake, however there were 4 of us who were checking the area.

    So far in my experience, the PERC really needs to bone up on saying the right times for each time zone, server, and whatnot, AND actually advertising the day before the events.     You mean the post you posted in multiple times. Someone could of bumped it, I will give you that, however it was here for a few weeks. Obviously you were not that interested in attending or you would of made a point of taking note. Also, for time conversion. They are stated as being in eastern. If you feel so strongly about PERC policy, volunteer, we need Protector reps.

  15. I am not going to quote what you said as I am sure it wont be here much longer. However when you came in, we had already judged the Females. The Male Judging was complete and not announced yet. Honestly we have not allowed late entry's on any other server. Especially 17 minutes late. Maybe you missed the forum post but the contest is very different from last year. We have a schedule posted for a reason and we keep to it.

    On the Initial round yes as it will be lineup style and burn has a pretty large radius. In the Second Rounds in the arena there is alot more freedom on the powers.
