1. Will the bonuses for resistance be tied to specific mez resistance characteristics of the old bonuses? For example lets take Mako's Bite because its Captain Mako Week next week and the first bonus is 3.3% Immobilize Resistance. Would that be tires to a specific pair of damage resistances like Smashing/Lethal or have you all decided to make that choice on a set by set basis. Also as you get deeper in the set will the bonuses be higher then lets say a 2 slot bonus to a 5 slot bonus. My concern is in said Mako's Bite set at the 5 slot there is a 3.3% hold resistance bonus.
2. You mentioned common mez resistance types. For some of you this may be outdated information and if it is my apologies, however common or standard Mez resistance is Hold, Immobilize, Sleep and Disorient (Stun). Uncommon or Exotic Mez resistances are Fear and Confuse. Will these new coverall bonuses include the base 4 or all 6?
***** Just to note for some players reading, Mez resistance is not Mez Protection. Mez resistance reduces the duration under mez, Mez Protection prevents from being mezzed up to a specific point of protection, IE Active Defenses on a level 50 Scrapper provides 10.38 points of Mez protection to all 6 status effects. As long as the effect doesnt stack over 10.38 points the status effect will never effect you. As opposed to Status resistance in a power like Weave grants a 37.71% (Which translates into 21.548% ) reduction on immobilize effects. That means if a power were to immobilize you for 10 seconds if you had weave on the effect would wear off in 7.845 seconds. 1 last note, Mez Resistance will work in conjunction with Mez Protection in removing effects faster so they can not stack as easily to break the Mez Protection. This on its own can be of some value when dealing with multiple mez casting enemies. *****

There are many Hero and Villain Groups in Paragon City and the Rogue Isles, with new ones forming all the time using the latest fashion and equipment in their attire. One of the original groups, The Vindicators, has been in need of some new costumes for quite some time now and are seeking out designers! Your challenge: Makeover The Vindicators!
The Vindicators are a hero group led by Ms. Liberty. They can often be found with Longbow fighting Arachnos in the Rogue Isles. (Wiki Page)
Contestants will only use the in-game character creator to design a "makeover" for any number of The Vindicators listed above. Your goal is to create a set of costumes for the "New" Vindicators. All options in the character creator are fair game, meaning even Paragon Market and Badge earned pieces may be used in the design. Sticking to the lore is important to us, but contestants may even go as far as changing character genders and no matter what changes are made, we would like to know why they were made. Reasoning could be simple or complex, but we want to know what contestants were thinking in why they changed what they did other than the obligatory "It was ugly."- Two entries per global per Vindicator are allowed: @Person can submit two separate Ms. Libertys, but cannot submit a third Ms. Liberty etc..
- Non-VIP may enter, but be aware there may be limitations to the amount of INF awarded, or any of the IO sets.
- To be considered for the top prize pools, contestants must submit at least an entry for minimum of 4 of the 8 Vindicators.
- Judging will be based on: Creativity, Overall Aesthetic, and the tie in to City of Heroes' Lore.
- The top 20 entries will receive 100 million INF (Must have at least 4 individual Vindicators)
- The top 4 entries will receive an additional 500 million INF (Must have at least 4 individual Vindicators)
- The top entry for each of the 8 Vindicator will receive 125 million INF
- All entries will be entered into a random IO Set Enhancement drawing which will include, but are not limited to: Numina ++, Miracle +, Steadfast 3%, and LoTG 7.5%.
- Contestants can win in each prize pool, but cannot win twice in a given pool!
- The submission period is August 1st to 21st, 2012.
- Entries can be submitted in three ways: Submission Thread, Private Message, or Email: perc.coh@gmail.com
- Forum posted entries that are NOT posted in the submission thread will NOT be considered.
- Each entry must include a global handle, the name of the Vindicator, 3 images or links to images displaying the makeover, and why (reasoning) the changes were made.
- The 3 required images should show the Front, Side, and Back of the character.

A- You can enter by emailing your screen shots to perc.coh@gmail.com and we will host and post them for you. Please include your global and forum name in the email. You can also make use of free image hosts like: http://www.tinypic.com
Q- Do I need to take the screen shots of the character in the costume creator or can I take an action shot?
A- You may take your screen shots with any background you chose. Please make sure the picture clearly shows the character's new look. Also note, powers (customized or not) will not be judged.

A- You are welcome to show weapons in your screenshots if you feel it adds to your makeover look.
Q- How exactly do my entries count towards prizes?
A- You can submit up to 16 different costume entries per global (2 per Vindicator). All your entries will count towards the "best of" whichever Vindicator it is. Each set of Vindicators (at least 4) will count towards the top 20 and top 4 prizes. If you choose to create more than 4 costumes per set, your best 4 will be counted and you will get a small bonus for the additional creations.

Each and every one of you surprised and amazed us with your skills, creativity, and commitment to your design. This was certainly not an easy contest and it was a true pleasure to see all of the bases come to life!
Just as a reminder, the base builders were given a base with an entryway and one 3 by 3 room. They had 200 random items of "wreckage" that had to be used to complete the base and 50k in prestige as "disaster relief funds." Bases were judged based on creativity, use of the "wreckage," cohesion/theme, difficulty, and overall aesthetics.

Design Challenge - Disaster Base!
Oh no, something terrible has happened to your base! Was it a natural disaster? A gang of looting Skulls? A Rikti bombing? A jealous Hellion's girlfriend? Whatever the cause, a total disaster has hit your base leaving you with nothing but wreckage! How creative can you be at turning a mess into a beautiful base? Thirty Designers will be selected to see who can best salvage their "Disaster Base"!
- Anyone who wishes to compete may enter by filling out a short form linked at the bottom of the post.
- Contestants will be chosen based on creativity of their answers, passion for designing, and skill level.
- Entrants may choose to link up to 3 screen shots of previous base work.
- Having previous base building experience is not a requirement; a variety of contestants will be chosen.
- Entries will be accepted until June 24th. Contestants will be selected by June 28th and will be invited into bases from June 28th to July 1st.
- Contestants will be posted on the forums and will be notified individually via email.
- Non-VIP players may enter, but must realize that the prizes they win may be limited by their Paragon Tier level.
- Each contestant will be given a "disaster" base to resurrect and design. Each base will have exactly the same number of items (wreckage) and an additional 50k prestige (disaster relief funds).
- Contestants may not do anything to earn or buy more prestige for the super group. Part of the challenge of this contest is designing with only the materials provided and a small amount of prestige.
- Contestants may not delete any of the preexisting wreckage. You may move it or reposition it, but you may not delete it. You must use the wreckage in a creative way.
- Any player who does not have access to Paragon Rewards base items may request that a PERC Rep drop them off in the base.
- Contestants may design only the given "Disaster Base" room, the base entrance will NOT be judged.
- Design/Building time will end on July 20th.
- Judges will tour bases between July 21st and 25th.
- Bases will be judged without the contestants present. Contestants may email a summary/description of their base to be considered during judging.
- Bases will be judged on: creativity, difficulty, use of wreckage in design, overall aesthetics, and cohesion.

I also want to discuss the Melee tactics for the final fight. There are a few very important keys to this fight from the Melee perspective. The first is to know when and were to move. As Melee we are used to hunkering down in 1 place, however for this fight we have to move. When the message of "The air crackles around Tyrant!" We need to get out of melee immediately, preferably to the outer edge of the crater. Once we are struck by the attack immediately re engage in melee. The columns of lightening targets the player and remain were they were struck for 8 to 10 seconds. That is why we need them to strike out of melee to allow us to get back in the fight. We also need to avoid using attacks and powers with long animations especially when we see the Air Crackles message. Following this will allow for less defeats and more time pounding on Tyrant. -
