They couldn't actually totally remove the PDP from existance, otherwise any character that was logged off there would be seriously screwed over.
Thus, if you simply parked a character in there and never left, you can continue to rock out in the original Pocket D. -

Um...how early are we talking here? AFAIK, Scrappers always had the same powersets they have now. The capes part is correct.
And unless I'm missing a piece of CoH history, I think you mean Smoke Grenade. -

For the first one (on the right) I balanced out the patterns and colors. On the second (on the left) I reworked it entirely. The capes are a bit cut off, so I'll mention that the left one is fade pattern and the right one has the spikes coming from the bottom. -
Just posting to let ya'll know that with the conclusion of my illness, school, and the double XP weekend, I should be finally getting back to designing costumes.

I designed these two costumes on the principal that Billy will slowly grow a little darker. Thus, instead of chains, barbed wire. I combined that with the idea of him having a casual outfit (he certainly looks like one to work out).

The first came out a little monochromatic, but tweaking it should produce something good. In contrast, I went all out on the second one, theorizing that perhaps all the spikes boost his radio communications or are what allows him to stabilize ion clusters to form bubbles.

Slightly off topic, Posi, but can I request one little "feature"?
When you kill a Portal (ie, Rikti or Behemoth) can it automatically nix any remaining enemies that came from it? It's very annoying to destroy the thing only to have 0 XP enemies still hanging around. This would potentially fix the odd risk/reward curve on these things. -

From what I personally thought and understood, toggle dropping powers do not apply in PVE (possibly unless specifically mentioned in the text, like the Nullifier Gun). -

Someone in Grandville told me that it was found through a marked door (similar to how the Monkey Fight Club is marked), but I saw no such thing in the tunnels, so... -

I'd disagree. CoV had a slightly different development team and an overall different design philosophy, the way villains work is relatively different from heroes, and that shows.

Lusca appeared in I3, so unless they changed her spawn behaviors without saying anything, it's simply due to a quirk in her spawn code. -

Something seems to be wrong with the list. The various spaces between certain sets appear off, and Recluse's Right Hand is missing entirely. That might be the cause of the offset, because I didn't see anything else out of the ordinary.

Just something I'd like to drop in here to this Lemur. Changing the Skulls to Hellions would probably not be a good idea IMHO. You can easily get Hellion bosses in the eastern part of Port Oakes (Dockside?). I worked on that badge while doing the Marcone bosses badge with my Brute. Now, granted this was a fair bit of time ago, but I seem to remember still seeing Damned in there recently.
The only other option we have for Skull bosses (besides the rare newspaper mission) is Psymon Omega's Phobia mission in the 30-35 range (or is it 35-40? Can't remember his setting).

And I agree with all of it - Skulls only appear in Atlas if you take the patrol mission, and Family used to spawn in Steel only waaay back when. -
Problem:
Hero Slayer is both/either bugged in some capacity or somewhat annoyingly difficult to get. Not the mention the number of heroes needed for it AND what heroes count in particular is being debated (25? 50? 100? All Paragon Heroes? Freedom Phalanx? WISDOM? Civic Squad? Sea Witch?)
There have been some discrepancies concerning its progress bar as well. -
