I wonder how much you'll be able to test missions and arcs before you open them up to other players? Like will you be able to do a walk through to check everything's ok?

Pretty much my view as well -- although I get the feeling this is meant more as a sneak view than an overview, and they might have saved something big to be announced later.
At the moment, the list presented seems to involve a lot of work for Jay and the programmers, and not all that much for War Witch and other "content writers", and I can't see them having been allowed to sit twiddling their thumbs since I12.

I think they'll have been working on the new Cimerora arcs - there's no word on how many of them there are, or how high they are - it could be as many as Faultline got, which would have been plenty of work for them. -

I think you misread that a bit - it's not the most effort that gets the best stuff - it's the most effort that gets the most tokens to trade in for stuff - no one will miss out on anything.
It'll be like the Vanguard Merits - you can earn several hundred from doing just one Mothership raid - but if you don't have the time or interest for that, you can also earn them at a slower rate by doing missions against the Rikti - you don't miss out on anything.
That's how this new system will work - you might get, say, 20 for taking down the Hamidon, but you could also earn 20 by doing several TFs instead.
If there's a really cool item worth 100 tokens, you could get it by doing the Hamidon 5 times, or by doing dozens of TFs - the items won't be exclusive - how and when you get them will be down to the players themselves. -

Perez would be ok if they'd just replace the blocks of tress with individual ones - although that might be a bit more demanding on some players systems, it'd make the zone easier to travel in. -

Okay, so a system that lets players the world over create their own missions and story arcs for people to play in and enjoy isn't massive?
Two new power sets, a new system of rewards for accomplishing tasks in game to unlock things, two new power sets for several ATs, powerset proliferation probably to come, more than likely global zone changes, a system for earning badges and extra things while offline, supergroup base enhancements...
If all that isn't massive, I kinda wonder what your idea of massive is.

It's totally redefining the game - the basic building blocks of the game - missions - are being made open source to the entire player base. -
