Another possible thing I thought of, as part of the Powers Division indoctrination program, and based on the Roman theme in Praetoria would be some sort of gladiator fights - not public, of course, as that might spoil the public image of Tyrant
But at different stages of your training, you (as a "gladiator") would be put in some sort of arena to fight either a captured member of the Resistance ("criminal") or some of the Devouring Earth (wilde beasts) or fellow recruits on the indoctrination program (other gladiators) to test if you were good enough for the main tasks of the Praetorian Guard. -

If it was based around a TF of some sort for the 20+ people who wanted to go rogue, then there could be one side switching TF in the 20-35 range, with a 20-35 zone to match iot, and then a 35-50 TF in a 35-50 zone.
In those two level rnages, there'd be 2 TFs, one for Heroes to turn evil, and one for Villains to become good.
So if GR has say 5 zones, it could be zone one 1-5, zone two 5-15, zone three 10-20, zone four 20-35, and zone five 35-50. -
Unless they're planning for anyone over 20 to have to exemplar if they want to go rogue, then there has to be some sort of 20+ content in GR.

I think that an outrage like this can only be fixed with, say, 2-3 screenshots of Demon Summoning in action.

EDIT: By the way, I'm a strictly spandex-and-cape type, so not having access to the glowie Resistance suit doesn't actually affect me - but I'd still like it to be available for players, because I like to see the outfits other players come up with

I know some - like you, for example - would probably like to think that John is killed or something because TYRANT IS AN EVIL MEANIEHEAD. But we don't know. It could be that John takes over Jim's old position (provided that the person below Jim isn't capable of doing a better job of it than John) and that it really is just advancement via better performance with all the usual B.S. stripped away. Or maybe you're right, and Jim plants inflammatory anti-Cole propaganda documents in John's computer and gets John taken away by the authorities. We just don't know.

Tyrant, I really do not see that in him with the bio that we given out. He is looking for pure control in a constant state. He does this through (speculation of course) not just brute force but also through charisma which helps him get people behind him. So to the people we see a great figure that rises from the ashes to save the world. On the other spectrum we see a man using all connections, strength and cunning to keep things the way he sees, absolute control, of "peace".

Make the resistance with good ideals -- overthrow the Tyrant, freedom for everyone (afterward) -- but their rank and file have terrorists leading the cells, collateral damage is acceptable and it's more than a tad uncertain when the peace and freedom phase is going to start.
Folks still join them though because they feel it's the only chance against the Tyrant that there is, so the real tragedy here is good people doing terrible things.
