A costume piece might have that effect. An enhancement is invisible to other players; unless they have set bonuses that show in the info window, which these don't.
Or even worse, the vet mightn't even know if the new player had the unique phat lewt or not, and the not knowing would eat away at them, haunting their every waking moment, and most of their nightmares too. -

Ok,
I preordered Going Rogue, because I thought that was the way to get the most out of my money, get my early access and it showed my LOYALTY to City of Heroes. Now, I have had that loyalty breached by a second preorder promotion offering things, I won't be able to apply to my account, becuase I took the initial internal preorder.
At least make it so if I preorder the box set, I can apply those enhancement goodies to my new toons I am going to be making for Going Rogue, I don't really mind if I have to pay twice, I just want my goodies darn it all.

Paragon City maintains huge, insane, massive statues en-masse in several cities, while people starve to death in King's Row. Considering the spread of useless vanity items versus social aid and growth programs.. it's _really_ hard not to think of Paragon City as exactly like the Rogue Isles, only with more tax dollars to abuse.
