    Yes and no - Ms. Liberty and Dominatrix both found out that they were more similar than they thought, but Ms. Liberty decided to send Dominatrix home - although she was unsure if that was totally the right thing to do or not.

    Well, so far, the CoH pre-order items and the CoV pre-order items have been added to the game as vet rewards - so I think the chances of the GR pre-order items going the same way are really pretty high.

    That was a side effect brought on by the writers probably not getting out quite as often as they should
    The real reason was that Statesman wanted to get her to change her evil ways, and to help get her to be more normal, several of the female heroes took her out clubbing - with mixed results

    Not only does it not matter to me, it doesn't matter to any other player either - if they can't remove an item from the avatar that received it without deleting the item, then it's bound to that avatar - it's a bound item

    It's the end result that matters, not the coding - if a player can only use an item on the avatar that received it, then it's a bound item, regardless of the type of code used to tied it to the avatar.

    Any item that you receive that can't be sold, traded or otherwise removed from an avatar without deleting the item is a bound item.

By the way, for anyone weeping and trembling over this as a possible hint at how the Incarnate system will work, Positron said at PAX East that part of the Incarnate system was about unlocking cool stuff for you and your alts - which sounds like it will have some account-wide phat lewt, not just avatar-only phat lewt.

    As Arachnos Commander pointed out to me in game, the streets of the Rogue Islands are fairly safe compared to Paragon City...you don't see purse snatchers on every corner. But that doesn't mean there is an actual law against purse snatching.
    I think they probably just have directives/orders from above, which would work like laws, but they wouldn't actually be written down.

    Like if he controls most of the media there, he can make sure that any new directives are spread to everyone, and his minions would be told to enforce the new rules.
