There's a choice attached. It seems likely that one's decision in that choice is stored and will matter again later. There's almost certainly no extant means for the mission auto complete function to offer you that choice outside the context of the mission.

My indirect point being that the amount of destruction that the Resistance intends to cause in order to overthrow Emperor Cole would run the very serious risk of lapsing security systems. How do you destroy an army and their leader without even grazing the chance of temporarily disabling the Sonic Fence? I mean, it's possible, but it's risky.
Like if he acted like a normal human and not a monster, there wouldn't really be any need for a resistance movement. -
