The entire Praetorian storyline, from level 1 in GR through level 50 Incarnate Trials and TFs, is aimed at players fighting Tyrant - neither of the 1-20 loyalist paths have an ending where you can serve Tyrant - and the invasion plans are carefully written to show that every superpowered person on Primal Earth will be wipd out - the game gives no logical reason for any Primal Earth person or Praetorian to side with Tyrant.

I think the only loyalist or Resistance interaction we'd be likely to get would be contacts for either side that Primal Erath people could work with - either genuinely helping the Resistance, as fighting Tyrant is the meta-storyline - or helping the loyalists, but for your own goals - you could offer to fight for Tyrant, but use the situation to your advantage, and then desert the loyalists later on once you'd used them for your own agenda. -
Praetoria was never planned, written or developed as a 3rd faction - its entire purpose is to create a new starting experience that feeds into the normal blue and red factions, and to set up and epic level threat for Heroes and Villains to fight in the Incarnate system.
An expansion for Praetoria is almost certain - but it's almost certain to be linked to the normal Primal Earth factions, as we take the fight to Tyrant and his loyalist thugs.
The 1-20 content was wrapped up by 20 - the major questions and mysteries about Praetoria that were left after GR are linked more to the Incarnate content. -

I'd feel a lot better about villains tagging along on Vigilante missions than on heroic missions. Besides, there isn't really any Vigilante content in the game, and now that it's a legitimate alignment, there should be. Vanguard would be a good group to hand some out.

The best I can offer is that depending on your costume and alignment, I could probably add you to one of mine sometime in the future - although that's not really the same as having your own one

Back at Hero Con 2009, it was mentioned that Tyrant and his Praetors "work magic - sometimes literally" to keep the people of Paretoria "safe".

Taking prisoners would just mean he'd have to divert more of his resources to watch over them, and it's unlikely that he'd be planning top try and brain-wash them to fight on his side, as all that effort isn't really needed when he has his Olympian Guard cloning program.
