Shroud City = Paragon City - but Praetoria City isn't built on the ruins of Shroud City, and areas like Nova Praetoria were flooded on purpose to protect them, rather than being natural islands.
The set up of Tyrant's dictatiorship and the loyalists are very similar to Recluse anmd Arachnos. -

I actually think the secret of the Cole/Hami stare-down is supposed to be some big 'woah' moment for the praetorian storyline. If that's true or not, who knows, but that's the intent, at least for the praetorian population.

Arenas are useless. Anyone anywhere can call up the Arena interface and enter a PvP event. You don't even need a terminal. And if you were going to add physical Arena meeting grounds, all you would need is the terminal, which you don't even need.
