  3. Shroud City = Paragon City - but Praetoria City isn't built on the ruins of Shroud City, and areas like Nova Praetoria were flooded on purpose to protect them, rather than being natural islands.

    The set up of Tyrant's dictatiorship and the loyalists are very similar to Recluse anmd Arachnos.

    Access to First Ward is from the Underground in Imperial City and from Talos Island.

    Tyrant can solo the Hamidon - couldn't he have fought it while his Praetoian Guard helped get the people to safety?
