Ice Fire or Sonic Primary, and /therm /rad or /cold are probably the best for solo PvP in zones.

Edit: Probably least favoring Sonic Blast, as it takes time to stack the -res etc, so usually someone else kills your target before you do! Either Ice or Fire are great for zonal.
