I finally got round to writing this. Constructive feedback appreciated. Raylin is a kinetic/rad defender.
Genergy opened a channel on the coalition frequency, "Electrify are you there?"
"Yes I'm here Gen, what's up?" she replied.
Genergy switched to a secure channel, "I need you and the SNHS to take someone in, she's been through an awful lot and is need of a good supergroup. I'd get her into the Precision Rangers but she'd be more at home in the SNHS."
"I'm sure we can arrenge something, who is she and what has she been through then?" said Electrify.
"She goes by the name of Raylin now, she hasn't had it easy as a slave of the Freakshow leader Dreck..."

Rachel Lind, Raylin's real name, and her mother had lost everything after the Rikti war. She was only 8 at the time. Her mother being unable to support them both took them to a shelter in Independance Port. When the shelter was raided by the Freakshow for medical supplies the Lind family was taken along as slaves. Freaks don't keep a good household and their leader Dreck was tired of the mess. All in all it wasn't so bad at first, Rachel and her mother made meals for Dreck and his entourage and in exchange they we're left pretty much alone.
Years went by, as Dreck rose in the ranks of the Freakshow he took the Lind family with him. By the time Rachel reached the age of 14 living in toxic dumps and other hazardous places had taken a toll on her, unknown to her at the time she had started to mutate. The first signs didn't show until 2 years later when she was startled by a rat and unleased a bolt of radiation to kill it. Luckily only her mother saw it. They realised it had to be kept a secret. If the Freakshow found out they would either exploit her or even worse turn her into a Freak. Besides, it's not like 1 little radiation bolt makes you a threat right?
3 more years passed, Rachel's power had grown from the little blast to all kind of kinetic powers. The kinetic part is what she liked to focus on, it was fun manipulating the others. One time she even siphoned the speed from a Freakshow lieutenant called SmashFist and laughed quietly as he no longer could keep it with his minions. But another problem loomed on the horizon, Rachel had become a fully grown woman now and sooner or later the Freakshow would realise this and take advantage of her. The family had to escape.
A few weeks passed as they needed to gather some supplies without getting caught. A few days before they were ready her mother became very ill. It was bad, very bad. Rachel pleaded with Dreck to let her go to a hospital, but the leader of the Freakshow would have nothing of it, they were his property and they would remain his property for as long as he lived. Naturally this severely upsetted Rachel, it upsetted her so much that she began to loose control over her radiation powers. She had to escape with her mother!
Dreck had gone raiding, apparantly some hero had just upgraded the MAGI computers to state of the art equipment, just the thing he needed to get his own dimensional portal running. The raid went well, MAGI staff are no heroes. As Dreck then went off to conquer another dimension, Rachel's mother took a turn for the worst. While Rachel was tending to her the base alarm went off. Apparantly some hero had entered to base to recover what Dreck stole from MAGI.
SmashFist, the Freakshow lieutenant, barged in on Rachel. "That hero is causing us a lot of trouble, if Dreck had known it was Genergy that installed that MAGI system he would've never bothered. We're screwed now."
"About time someone came to beat you Freaks up!" shouted Rachel while stressed about her mothers condition.
"Is that so darling, well with Dreck gone I think I'm gonna have some fun with you at last."
SmashFist hit Rachel into the wall before she could even get a shot off. Badly hit she saw her mother struggle of the bed and approach the Freak from behind. But the Freak must off heared something as he turned around and threw her against the wall. Her eyes closed and would never open again.
"Mommy noooooo!!!!!"
"Just you and me now honey!" sneared SmashFist. " It's about time I've had me some fun before that bloody Genergy shows up."
Rachel struggeled to her feet and violently X-rayed the Freak with her eyes.
"What the hell, you weird little mutant freak."
"I'm no freak, you are!" she replied.
"Hehe, right you are hun! " and he smashed her into the wall again. "Time to play!"
Her head was hit bad, her entire body ached and she felt like she would pass out any minute. At least it would be over then. SmashFist approached, just as he was about to pick her up and start she saw him get flung away from her by a ribbon of blue energy. The hero was here, she smiled as she saw SmashFist get pummeled with energy blasts and teleported to the Zig as he lay unconsicous on the floor.
"Are you alright miss? asked Genergy.
"Actually no. " she smiled as she saw that cute hero come to her. She saw him place a small device on her before she passed out.
Rachel awoke in the hospital. Apparantly she had the medical staff worried as she was in intensive care. When asking the nurses about who the hero was that brought her in she learned that it was Genergy and that he had been to seen her on a daily bases. After she was moved to a single room later that day she was visited by Genergy.
"Are you alright miss? asked Genergy again. "I wasn't expecting the Freaks to be keeping hostages or I would've brought medical back-up."
"We, my mother and I, wern't hostages, we were slaves. Oh my god, my mother, how is she, where is she, can I see her?"
Genergy's face saddened, "I'm sorry miss, she didn't make it."
Rachel started to cry. Genergy did his best to comfort her but loosing your only parent isn't easy. After calming down a bit Rachel told Genergy her entire story.
The sun had set and night had fallen once again over Paragon City. Rachel had to stay another week in the hospital. Genergy sat with her through the night, telling her about himself and about the Precision Rangers. She became determined to become a Hero. That determination grew each night when he visited, each time with a new story to tell. She made him promise to help her get her hero license. Since Rachel Lind was not a hero name and to throw Dreck off her track her Hero Licence would say 'Raylin'.

"Wow that is some history to be carrying around, where is she now?" said Electrify.
"At the Atlas Park Hospital, I'm on my way to go pick her up as she is being released today. Want to come along?"
"Sure thing, that we can sort out the supergroup membership immediatly. Sounds like she'll be a real asset to the group."
"Thx E!"
