1. Add a splash counter-mez effect to all blaster single target attacks (at least the ranged attacks) similar to Impact. Effects would be designed to only affect the target for a very short amount of time, i.e. on a timescale of about 4 seconds at most, and generally affect targets a short radius away (about 8 feet or so). The effect would be customized to be thematically appropriate to the powerset. The concept is that Blaster single target attacks are powerful enough to "splash" effects on nearby targets which will interfere with their ability to return fire.
2. Add a second effect to those same attacks such that if there are no enemies nearby the target of the attack, the target of the attack is hit by bonus damage. The concept is that when a blaster is literally attacking only one target, they can focus their attack on that target, concentrating its effects and generating more damage.
In effect all blaster attacks become AoEs, its just that some of them will be AoE damage attacks, and some will be AoE mitigation attacks that deal damage only to the central target.
Propel provides some guidance here. It still takes single target ranged sets. Also, you don't really want short duration counter-mez effects to be slottable anyway: they are going to be designed to have a particular duration for balance purposes.
(Also, I have a sneaking suspicion the devs stole my splash idea for propel in the first place).
In my case, every powerset would be getting more control, and every powerset would be getting more single target damage. No set would be getting worse in any way, and no set would have an AoE advantage. Since AoEs do not get splash/concentrate, sets with more AoEs get less of this mitigation effect. Sets with less get more. Single target attacks become more competitive with AoEs because they have stronger mitigation and deal more damage in the single target case. Its more likely the chance would compress the range of blaster performance, and not exaggerate deficiencies.

Hmmm....you have me rethinking /Mental. I might just have a make a toon for /Mental and /Energy, and see how it feels for a couple of levels. Appreciate the help!

So...the mez discussion aside...any details on the powers and/or effects the Sorcery powerset will feature? Didn't know if sharing the details was too spooky, since it's been pulled from Paragon Wiki.

My first lvl 50 was an Energy/Devices Blaster that was maybe the second character I ever created in CoH. I chose devices because, at first, all the bombs and gadgets sounded cool, and that was way before you could check out at least the look of every power during character creation. Along the way, I was able to work devices into my character's origin, but at the same time, I'd always wanted him to be a much more aggressive Blaster. From Devices, I mainly utilized the buffs like the stealth and Targeting Drone, which I love, but the rest of the powers don't appeal to me anymore.
So, I was thinking of making an alt of this character just to experiment with how things could've been. /Energy Manipulation was the obvious first choice, since my character already manipulates energy with his primary. But then I started considering /Fire...The look of the Energy Manipulation powers never appealed to me for some reason, and I thought adding a fire element to him could be really fun (also considered /Mental and working it in as another aspect of his Energy-based powers, but I think I'm looking for some good melee options). Like I said, the character's personality and such has evolved to where I guess, in spirit, he's more of a blapper.
Any opinions/suggestions would be great.

Hello. I thought I'd saw the answer to this a while ago, but upon looking up this information, I can't seem to find an answer. Do Premium players who've already surpassed Tier 4 of the Paragon Rewards system get salvage drops, and are they able to sell that salvage? Like I said, I was unable to find this info myself. Much appreciated.

Thank you very much for that breakdown, Local Man. I guess my real problem is that I have played very off and on over the years, while also suffering from altitis, and so I don't have many characters in the 40's. The only APP's I've tried are for blaster, and I just want to get the most out of my toon. I had the same feeling regarding WoC. I really wasn't sure of its effectiveness, but I'm inexperienced with the power.
You've got me leaning towards Primal now. I also have the Stealth, Invisibility, and Phase Shift in case that changes anything. I like the self-rez and damage aspects of Fire, though, but Conserve Power seems like it could be slightly more effective than Consume, or maybe it just has a different play style affixed to it. Lots of good stuff to think about.
I like Fissure and Seismic Smash from Stone too..... Man!
Regarding Telekinesis, it was always too much of an end drainer for me, especially while running Stealth, RI, and EF. Managing end. is definitely a concern with this toon, but I try too keep up my enhancements in that aspect to keep things running smooth. -
I have a mind/rad. troller that is getting close to the 40's, and so I was wondering what a good APP would be for him. Right now, I'm thinking Stone. I originally planned to take Psi, but I want some damage. With the mind powerset combined with Choking Cloud, I normally don't have too much trouble locking enemies down. Terrify is definitely my most effective. I've read that Mind is somewhat rarely taken because of its low damage, and I know trollers are supposed to be hold and support, but Stone Mastery offers some serious damage as well as defense options that I think could add nicely to my build. I realize Psi has defense, unique in that it offers defense towards psi damage, but I think I could get more out of Stone. I don't like the idea of Psi Tornado whipping everyone around, and with my mind powers, WoC doesn't seem too needed. Any thoughts?

This was really helpful! I feel like I might have to do a bit of respec'ing to find what's right for me, but this helped a lot. For instance, I've never taken Aim, but I've been reading some things on the forums lately that make it seem like I should be.
Also, when I first got Nova I loved it, but now I feel like I don't have much use for it. I'm working on my slots so that might help, but also I've never felt like it was much use solo and would just get me killed because of the end drain, but in teams lately it seems like it will only have the same effect. Is Nova a really worthwhile tier 9 power? Again, this is my first 50 so I'm really trying to mold the character to fit a play style I'm comfortable with and so I'm trying to be careful in my power selection. -
I have a lvl 50 Energy/Devices blaster that is my first lvl 50 ever. I always have problems with alts, so this has bee a few years coming. Anyway, being that he is my first 50 I'm afraid of things getting stale with him. I don't know much about lvl 50 content and also about APP's. I used to have the FM APP, but I respec'ed to get better use out of my Dev. power pool and this time chose Electrical Mastery. I haven't gotten to play with it much, but I like it so far. FM didn't do much for me, but also I'm looking to get the most out of my APP as I can to better enrich my character. Any thoughts?
Also, as a sort of side note I'm not too keen on powers that leave me drained of end. I think I just need to learn how to better utilize them, but right now I'm not to great at it. I've take both SoP and EM Pulse which both result in end. drain. I guess I'm really just trying to get some tips with this thread as to how to best use my new lvl 50 and how to keep the character going even though he's reached the lvl cap. Any help would be real great. -
I have recently begun an MA/DA scrapper and I love it, but with the newer powersets like Dual Blades and Dual Pistols, isn't the Martial Arts powerset in need of being brought up to their level aesthetically? I do like that the recently added ability to change certain powers to be punches instead of kicks and being able to change the colors as well, but it seems to me that when compared to the aforementioned powersets, Martial Arts is severely lacking. The Dual Pistols set does a lot with different moves, the designer of the set referring to it as "gun fu," so it seems like the MA set should be brought up to par with it and also given complex animations. Of course, that might affect cast time which could be a problem for the AT. I don't know. Thoughts?

I agree and have been wanting the same thing for a long time. Especially with the pirate haat that includes long hair, if you give the character a different hat it feels like it totally changes it, and also is not nearly as cool.

With the new Organic Armor and Bioluminescent costume sets included as part of the Mutant Booster pack, there's a new degree of weird that can be applied to characters. Is there any thought between the Devs of pushing this further, such as misshapen limbs or other deformed features, or even the choice to have an under or overweight hero or villain? What I mean is that some character concepts don't exactly fit the "buffed up" mold that is currently a default in CoX. No matter how large or skinny you make a character, they're still ripped, and I was wondering if there will ever be the chance to make heroes or villains that are, say, not so healthy?

Really sorry if this isn't the place for this, but I'm trying to keep up my virtueverse pages and so I need some screenshots. I'm now playing on a Mac and this thread said I need to do an in-game keybind to be able to do it, but I don't know how to do that. Can anyone help? By the way, even though it's probably obvious, I've never done a keybind or macro or anything before.
