will a slot at lvl 40 put in a power you picked up at lvl 10 still matter towards bonuses or enhancing the power?

awsome, im new to pvp and tryig to make a build suitable for each lvl of pvp zones... im sure ill have more questions, and thanks for your help! =D

Perhaps this is, however, when in a PVP zone, do you still have powers 5 lvl's higher than your toons lvl just like when you exemp down on a team? any info would be most appreciated! Thanks =D

i had found a build for my claws/regan that allowed me to take on 54's with little trouble, but cant find it, i printed it out, but cant find that either... can someone please help me with this? i know how to build a toon, but this build inparticular was awsome, dont wanna make any mistakes... please help if you can!!
