I did a quick search and couldn't find anything on the subject, here goes...
I was playing o a level 15 toon (XP turned off) and gathered a couple of hundred tickets. Mind you I have no recipes in my inventory. When I went to redeem the tickets I tried to random roll bronze in the 10-14 level range as well as the 15-19 range. I kept getting a message to the effect of "Can not create recipe because your inventory is full".
Now someone told me when this happens to roll random salvage and then you can roll recipes; I think that's a complete waste of tickets but it worked before. Yesterday it would not.
I did /bug it once, but I am rarely online with that toon long enough to wait for in game assistance as I usually get frustrated and move onto something else. Any ideas of what's going on? Can this be fixed or should I just abandon AE altogether? -

Well, for one, there's a loophole in the enhancement scaling rules due to exemplar. When you exemplar below level 33, the strength of your enhancements is diminished to some extent, based on how far down you've exemplared. ED is applied to the buff total afterward.
However enhancement scaling doesn't apply to 'weak' enhancements, most likely to protect things like TOs and DOs from becoming totally worthless if you exemplar while using them. Any individual benefit of 20% or less is ignored by enhancement scaling when your exemplared level is 21 or higher. The same applies to bonuses below 10% and level 11+. Bonuses below 5% are never scaled.
Because the individual buffs from multi-aspect IOs are reduced, this can be leveraged. Consider [Fire Blast]. Let's slot it with:
Apocalypse - Damage
Apocalypse - Damage/Recharge
Apocalypse - Accuracy/Damage/Recharge
Apocalypse - Accuracy/Recharge
Apocalypse - Damage/Endurance
Gladiator's Javelin - Accuracy/Endurance/Recharge
(All lv50)
The total enhancement effect would be 79.74% acc, 101.86% dam, 54.33% end, and 97.09% rech when you're level 50. If you exemplar down to level 21, scaling would reduce it to 47.45% acc (lose 32.29%), 84.01% dam (lose 17.85%), 31.89% end (lose 22.44%), and 51.34% rech (lose 45.75%)
If, instead, we slot the power with quad-aspect IOs at level 50 (18.55% enhancement to each aspect), tri-aspect IOs at level 43 (19.85% enhancement to each aspect), dual-aspect IOs at level 20 (20% enhancement to each aspect), and single-aspect IO at level 15 (19.2% enhancement to the aspect), then you'll maintain the exact same enhancement bonus at 21 as you would have at 50.
The game does not keep track of the level you place your slots. Loss of power due to exemplar is based entirely on the level of the enhancements and the level the power was taken at.
And for some reason I grasp M Theory better than I have ever grasped the exemplar system in regards to enhancement levels/set bonuses.

I thought exempting down had to do with the level the slot was placed at? But then again I can never remember correctly how exempting with set bonuses work so I stick to 35s and 30s when 35s are not available.

I think one of the things that is "broken" in this game is the "uselessness" of IO sets below 30. I hate to use the word useless as I know some players out there may find a use for them, but I suspect the broad majority of players find them to be a waste (procs aside). I think there are two reasons for this; the speed in which you progress in the lower levels, and the effectiveness of the enhancements themselves. Even when considering set bonuses regular IOs surpass set IOs pre 30 IMO. On the flip side as mentioned earlier are procs, which are generally better the lower they are.
Personally I would get rid of all set IOs below level 30; remove the level enhancement from all procs and allow them to work at any level. The damage can scale with the player level.
Or add an incentive to use set IOs below 30. I can't really think of one though. -

I wouldn't really consider Prestige a "real" currency since all it buys is entirely cosmetic and non-combat utilitarian. You can't buy temp powers with Prestige, not to mention that Prestige and Inf are pretty well directly linked thanks to the fact that there is a stable, game defined exchange rate from Inf to Prestige.
Once again, not really a currency since you can't trade them between players, and they only have a single function.
Merging any of the existing in-game currencies would not only be stupid, but bad for the game. Candy Canes exist to force you to do Winter Event content in order to get Winter Event rewards. If you could do an ITF and spend the merits you earned there on Winter Event rewards, there would be no reward driven reason to have you partake in the Winter Event content. If you could spend Candy Canes on VG costume pieces, how would that make any sense whatsoever?
The specific currencies exist to grant specific rewards for undertaking a specific subset of actions. You get VG merits for doing VG based activities that allow you to get VG themed rewards. You get Candy Canes for doing Winter Event content so that you can earn Winter Event rewards. There's no reason whatsoever to merge them especially since they take up no real space. Collecting Candy Canes isn't preventing you from getting other pieces of Salvage. Merit awards don't inhibit your collecting VG merits. They could add 38 new currencies in the form of salvage and it would have no deleterious effect upon your gameplay aside from forcing you to undertake different actions to earn different rewards.
Plus, it's not like we have an inordinate amount of additional currencies in CoX: WoW has more than I care to count (though they have a habit of cycling them out so that players can't horde them prior to content release in order to purchase new rewards immediately), some of them specific to [url=http://www.wowwiki.com/Winterfin_Clam]specific groups within a tiny part of a single zone with only a single store to buy from/url].
I would have no problem whatsoever with more currencies being added to the game. I'd love to see some kind of Cimeroran currency to buy Pilum temp powers, a summonable temp Centurion, or maybe some more salvage slots. I think it would be great if there were some kind of Rularuu currency that allowed me to buy Rularuu theme costume pieces (so that my non-weapon/shield characters can have some Rularuu costume pieces) and temp powers (and maybe some recipes/IOs that can't be obtained any other way to boot).
Specific currencies like this exist exclusively to reward specific behaviors. If obtaining them doesn't directly interfere with obtaining any other reward type (by taking up limited space or replacing drops), then the only problem that you could possibly have is that it's too hard to keep track of them when the game does all of the bookkeeping for you and points out exactly how many you have at any time. It's completely mind-boggling that, when the devs want to encourage players to interact with one group of NPCS and create a currency for them that is simple and unambiguous to reward actions involving said interactions that is exchanged for group specific rewards, people get irked because somehow it's inconveniencing them when you're being given more stuff to do!
But I do consider prestige as currency as you can use it to purchase and maintain base empowerment stations which have a direct effect on gameplay. -

For now I'm going to leave my main account active for GR beta; although as time passes with no information and the weather starts to get warmer, I'm less and less interested in GR. I'm definitely going to cancel my second account in the next week after I do some currency/recipe moving to the main one.
It's ashamed that all they have to do is provide a little bit of information to satisfy the player base, even if it's non specific "teaser" info, but aren't doing it.

I think if this game didn't have so many different forms of currency; Influence, Infamy, Prestige, Tailor tokens, Reward Merits, Vanguard Merits, AE Tickets, Candy Canes; etc this wouldn't be a problem. The dev team created this beast, I think it's about time to start merging some of these and adjusting the prices accordingly.

They specifically hired folks in for it because the botting and RMT has gotten so out of hand in Aion mostly due to stupid players clicking pr0n links on the forums and such. CoX has had more security issues but thats mostly due to aion. Once they get your master account they get all your NcSoft accounts. Had Aion not come along we probably would not even have a GSU at this time.

But seriously; last week I logged onto my main account and saw my very first 50 had 0 days offline and I know it had been at least a month since I last logged him on. I changed the passwords on both accounts immediately. -

In that case, you get the recipe at your toon's or the highest level available, whichever is lower.
If you'd received a recipe from a set whose range maxed out below 46, you would have received the recipe at the set's max level.
The ONLY time you can specify a recipe level, as far as I'm aware, is when directly purchasing that exact recipe using Reward Merits. All other times you simply pick the range, which doesn't have anything to do with the level of recipe you receive -- that's tied (as above) to either your level or the set's level range. -

I can't see it being for low level limits. Maybe......maybe....for the glut of level 20+ characters out there. But I can't forsee a bunch of people leveling up just to do this. It probably could happen of course, but even so, I don't think it would have that much of an impact.
In fact I think they should do away with IO sets below 30 as the enhancement values are almost worthless when considering the salvage/crafting costs and compared to regular IOs. Factor in the archaic respec system and slotting IO sets below 30 is a waste IMO.
The exception of course are procs; which because the values are static across levels I think need to have the levels removed from the recipe. In other words a "Level 50 Devestation: Chance to Hold" would just be "Devestation: Chance to Hold" -
That makes sense. I can see some players making toons; random rolling' then deleting them.

I think my main issue is the 6 merits (.08 merits a month); I mean that's not even enough for a random recipe roll...
