The rules are in the main 3vP thread. But I don't see what that has to do with inspirations. There are no restrictions on powers/insps.

Accuracy has always been needed in PvP! I'd recommend two slotted all attacks with accuracy.

And of course should be considered proper blasters anyway. They're the ones that make full use of both their primary and secondary pools.
