Most sources that I've found list PO as the place to find Marcone Boss's. This is an agonizingly slow place to hunt them, There are a ton in the southern half of Nerva, but they are around level 27. -
I'm going to drop the snarkiness and offer some genuine constructive criticism that you can take or you can leave:
-This is very difficult to read. Arcana's guide suffers the same problem. This is dry stuff and not easy to make interesting. There are too many parentheticals and quotation marks and numbers and percentages and parentheticals within brackets and symbols for this guide to flow. There are a lot of guides out there that have grammatical and spelling errors that do effectively get their point across because they were written in an entertaining manner.
-Inconsistencies. In the first half you are talking about attack types/vectors in regards to defense. In the second half you are talking about damage in regards to resistance. The difference between defense and resistance is seldom understood by novice players. Maybe a conversation about damage/attack types requires a discussion on Resistance vs Defense, this is very muddled in your report.
-Incorrect terms. If you mean NPC's or Minions then why say critters? There are no critters in CoX, critters are in other MMO's. This is confusing to the novice who will read your guide.
-Redundancies. This sentence appears twice in almost exactly the same wording "...exceptions include the Hamidon, which has no attack typing, and Mind Control, which are all typed with psionic attack only."
There's more but I'm not going to nit-pick every detail, nobody expects perfection.
On the positive (what I learned from you)
-I did not know toxic was not resisted (however I think that defense must decrease the chances of it actually landing.)
-I have never fully understood the mechanic of how damage and attacks are applied to the target.
You stated that your intentions were to concentrate and simplify the subject 'attack types vs damage'. This guide could benefit by asking yourself in the editorial phase "Would I want to read this crap?" I've read physicians reference material that was less confusing.

However, I think the common spirit that it is worth the "new" owners drawing their attention to, is that we don't want a star wars galaxies marketing nerf! You have a product that works and has a strong following. Be happy with that and keep those updates and special events coming.
I don't much care about the bonuses. At this point in the game, I use um or ignore um.

I like it! My emp/rad's favorite place to be is hovering just above the tank, and dropping irradiate on the melee range...your pbaoe circle. There is a sweet spot I can usually find to hover in that doesn't take too many aoe's, and anything that I do catch can be cleaned up with healing aura. Granted that the tank is holding aggro, the only time I would faceplant is when the baddie nukes. My solution to that is knowing who is likely to nuke and watch for the pre-nuke signs and didi, or just avoid this spot and hang out with the ranged people. -
Luck of the gambler seems to be a special case that you didn't go into much depth with. You said, "...its Bonus actually comes from a specific enhancement within the set". What does that mean? And if I put it first in hover or combat jumping, and then later in stealth, would I get double the effect?
**On closer inspection I noticed that you put it twice in vengance and once in CJ, guess that answers one of my questions.
Here's another question though, is it enough to slot the power, or do you need to actually use the power? For instance if I took snipe and slotted it out, will I even get the bonus if I don't fire it at all? -
Where is the contact to claim your respec at? /respec doesnt seem to be working for my two vet rewards. I need the villian side contact.
