You know, it's sad that in response to justified complaints and concerns about the viability of an unpopular class (the INVUL/SS tank), developer changes have resulted in nerfs that now have the few remaining ducking their heads and promising to shut-up if they're just left alone.
It may be one way to get your customers to shut up, but it's sad. -
The point has already been made multiple times that Geko balanced out the damage of SS taking Rage into account, but lets consider what you've just said anyway.
You are positing the idea that Superstrength damage SHOULD be sub-par, and that this is an INTENTIONAL design element.
Now, please explain to me for what reason WOULD or MUST SS be kept at a sub-par damage level? I'm asking you, WHY would the Devs decide that Super Strength damage must be poor? What possible design reason justifies that? -

As that crank who's known galaxy wide as the guy who warns against nerfing heroes as a bad idea, I have to say that this is a very GOOD idea for how to handle the tanks problems. I look forward to playing my Invul/SS tank again
Good job. This is the kind of solution that moves this game EVEN closer to the comic books roots that it derives from. In my opinion, that's the way to go.
Not to hijack things, but can I put in a good word for our controller and defender brothers & sisters? They could use greater viability to make them less 1 dimensional and so absolutely dependent on groups. -

Considering that you've already stated that you don't want forced grouping in this game, may I humbly suggest that you solve that problem by buffing up those AT's to make them more viable in all situations? Including solo play, and not just at post-32?
You already have a fine game that breaks new ground in the MMORPG field. I have seen many people come here and make suggestions that basically reversed that - suggestions that the game become MORE like the Fantasy MMORPGs of your competitors.
I don't believe this to be a good idea. Through marketing and word of mouth you have brought in MANY new people who have never played a MMORPG before but are big-time comic fans. I think it would be a better idea to move this game MORE like the comics it derives from, not less.
