My question is why? EVERY other powerset in the game gets a 45% increase when effected by Fiery Embrace even Energy Transfer which is the single hardest hitting melee attack in the game outside of Assassin Strike.

Same reason that we don't release before an Issue is live or a patch on test has gone live: because we get paid based on the number of tears you shed. Really, it's because (a) we never know if the patch that hits live is going to be the same as the patch on beta/test and that would mean making an extra Mids release if the numbers get changed, and (b) we do our work by the grace of Black Pebble and the Devs, and so we purposefully limit ourselves in certain ways... one of which is that we don't go and fish data from powers that aren't actually available yet (otherwise, Street Justice isn't the only thing that might show up in Mids).

Kudos to DeProgrammer for doing this while I'm away; I felt bad releasing a buggy version, even if that was the only way to get one out on time.

I just replaced the file on the server with one that fixes this bug (and the Blaster Dark Blast Aim and Soul Drain bugs). So redownload and install and you should have your Kheldians!

People can report bugs here or over in the Titan Forums (the link in my sig). Either DeProgrammer will do them while I'm away, or I'll get them when I come back. Hopefully, Street Justice will be out around then and I can give you guys an update with it.

Couple things -
I'm told that some of the APP powers for Dominators are showing the incorrect damage - something about them being based off of the Controller version which has containment built into it.
Also, when I hover over a power, some of the enhancement numbers are not being displayed.

Not too long after I21, we've updated Mids to give you some of the great new features of City of Heroes: Freedom! Due to the fact that I'm going on vacation for two weeks, we've pushed this out even though it only has partial support for some features (Enhancement Boosters) and a few minor bugs (like the icons for the new powersets being wonky).

New features:- Added ability for power pools to contain more than 4 powers.
- Added partial support for relative levels to IOs: setting your relative level through the menu applies to them, and using + and keys while the enhancement picker is open will modify them. You will see the enhancement value change in the display in the lower lefthand corner, and once an IO is chosen, mousing over it will display Invention Level +x. Builds currently do not save relative IO level.
- Added support for Delayed, Disintegrate, and Accelerated
- Added support for max movement speed modifiers
Fixes & changes- Fixed bug causing Keep on Top in the Totals window to change colors in some cases even though it still had Keep on Top chosen.
- Removed notices about City Traveler, due to them no longer being necessary (woohoo!)
Known Issues- Windows Vista and Windows 7 have issues with the updater due to UAC interfering with writing to the Program Files folder. Many of these problems can be resolved by (a) installing as Administrator, (b) running Mids as Administrator, or (c) installing Mids to a different location than the Program Files folder.
- Icons for Time Manipulation and Beam Rifle are formatted weirdly
- Mousing over the 5th power in a pool when it is placed invalidly gives incorrect message
- Relative IO level is not saved as part of a build.
- Some Patron epics do not properly check prerequisites on their powers
- Diminishing Returns for PvP mode have not yet been added, all buffs currently show their full, unmodified values.
- The Power Graphs for the current build do not display effects for pseudo-pet powers like Ice Storm. This does not affect the Powerset Comparison, which is now fully aware of pseudo-pets.
- Power Boost affects some powers that should ignore its buffs, such as Ice Shields.
- Temporary and Accolade powers are not being affected by buffs such as recharge rate.
- Alignment and, consequentially, Accolade powers will not load from saved builds.
*If it's good enough for Second Measure, it's good enough for me. :P -

I mean really, no B.S.- I think in many ways Mid's saved this game and added another end-game activity that is one of the greatest mind and number crunching puzzles one could play attached to an MMO. And I say 'play' because it HAS become part of the meta-game that is City of Heroes.
All the 'Cow/Free Milk' analogies aside- if Paragon/Cryptic has never emailed you guys personally or hooked you up somehow, I'd say they really need to check on their priorities and get their junk straight. I know I'm much more cut throat personally- if I developed Mid's I'd be charging for the download, or selling it to the game developers for big time money to use as an add-on or in-game interface addition.
Just saying- we all appreciate what you guys do, and you definitely should get credit and opportunities where they are deserved.
If we want to talk seriously about authorizing us as an official build planner and so forth, there's a lot to say there. Sure, it would be nice to be hired on to work fulltime on the game, but (a) it'd have to be full-time, and (b) I'd have to telecommute, since I live in Israel and not to eager to return to the US' receding economy and expensive healthcare. Furthermore, there is something to be said for our veracity and trustworthiness in the fact that unlike the devs, we don't answer to Black Pebble*. *waits a moment in case of lightning* We're only beholden to our idealism, and you don't have to look at our products and wonder whether or not we're holding something back because of PR or marketing.
*= Not actually true. We remain in his good graces, and thus he looks like the other way while GuyPerfect builds things like Sentinel. Thank you, Black Pebble! -

The extra slots is actually pretty easy, it's just updating the Levels.mhd file. -

Yea-no. My QA volunteers and the Titan guys have been giving great feedback, and DeProgrammer and I are very quickly going through this. Don't expect anything before the weekend, though. My personal deadline is next Monday and I'm going to do my damnedest to see it released by then. -
It seems that every time they decide they need to add a themed weapon to some new content or pack, they go with Broadsword (and thus Dual Blades). I agree that this is getting ridiculous.

Update: My first test version went up for use internally, but it's still fairly buggy. We want Mids to be out as much as you guys do (and that's pretty serious, given how many emails and PMs I've been getting the past few days), so keep your shorts on. It'll be ready when it's ready... and I'm going to do my damnedest to make certain that it's ready by September 28th, because that's when I go on vacation to London and Oxford for 9 days and won't be able to do any work on it.

Blasters are only 1.125, not 1.25, and that's for ranged only. Their melee is just 1.0. Scrappers, likewise, are only 1.125 (melee only, but that doesn't matter since their ranged powers use the melee modifiers because they cheat). Dominators you have backwards: they are 1.05 for melee and 0.95 for ranged.
One of the things that this doesn't do is handle the difference between +Damage (Defiance, Fury) and base damage increases (Scourge, Crits) very well.
Finally, finally, the base damage modifiers are indicators, to an extent, but hardly the determiners for what ATs do what damage; the powers available are the big issue. For example, Dominators have higher melee modifiers than Blasters or Stalkers, but you'd be hard pressed to make any argument that they do more melee damage than either of those ATs (/Devices not withstanding), and this is simply because Stalkers have complete melee chains and AS, and Blasters have as many melee heavy hitters as Doms (sometimes more). -

The anti blaster crowd will grumpily acknowledge that things like IOs and incarnate powers exist, but their expectation of performance is based on the exclusion of any player advantages that have been added in the past twelve issues. In that sense, ignoring the fact that there are myriad ways to alleviate whatever setbacks blasters may encounter in frequently elegant ways, blasters are weaker. Of course, so is everyone else - scrappers only have as much defense as comes with their secondary, nobody has any recharge bonuses, and...

In any case, feel free to dwell in the pre-IO world of the ancient past, but know that nobody else does in practice. Even if you refuse to use IOs, you cannot avoid benefiting from teammates who don't share your eccentricity. I don't see how you could even argue that this will be an issue when the free players arrive, which I'm not sure anyone has done yet, since the free players will of course be crap at the game regardless of their AT, as everyone is the first time they play.

Really the only way I could call the character weak is if the only thing I care about is solo performance, and this is during the supposed weakest level range. Here's why soloing doesn't bother me - if I want to run x8 tips, all I have to do is invite one or two lowbies. That alone provides more than enough cover to get away with unfettered blasting with a half finished build that will cost maybe 1.5 billion when it's done if I'm impatient. When it is done, I plan to be 2x8 farming-ready. Superfluous indeed.
Mental Manipulation is a massive exception because of Drain Psyche. That power alone provides so much that you simply cannot find in any other Blaster secondary. Rad/MM is pretty widely recognized as being a very good combination (the fact that your T3 blast has a guaranteed stun provides you a serious edge over, say, Energy or Electric).
Balance generally doesn't account for IOs. Of course you can build an immensely survivable Blaster when you've dumped 20%+ defense into him. You can do that with anybody. It simply isn't relevant to the question of whether Blasters are underperforming in the late game. -

I like having my ST and AoE chains before lvl 20 on my blasters. I use the rest of the time to slot IOs and to build myself a better character. My latest blaster a DP/MM was soft capped to S/L at lvl 45 because i had all my bonuses and powers in place once I got frozen armor, if I had made him after sideswitching, he'd have been s/l capped at lvl 42 when I could slot Scorpion Shield.
It's funny that we both experience the same thing, however while its the reason you don't enjoy the character, it is the reason I do. -
