Also depends on how you define content. I mean, storylines aside, most missions in the game PLAY the same way from level 1 to 50. Granted, later on you have more powers to play with, but the essential formula is the same:
Recycled, unmodified, unpersonalized tileset
Random layout
Clumps of braindead mobs
Glowy to click to baddies to kill
..repeat until all you want to do if farm.
We've seen some customization and enhancements, but not enough and certainly not in the low level game, where it is in dire need. Why not impress all the potential new players? -

I've posted this idea twice so far. Please don't let "the tech" prevent you from doing this (unless it would be a TON of trouble). I, for one, am tired of hearing "the tech" being blamed for the lack of...well, everything in CoX.
But this does beg the question - what about players who don't belong to an SG? They get to miss out on a nice corner of Paragon City to call their own? What if those players could have, say, an apartment in Steel Canyon? -

What about individual apartments? That'd be personal. Or even individual player rooms in your SG base, that only YOU can decorate.
Also, if you want people to contribute to the group, don't make that contribution suck away something your character needs, like Influence. -

With the lower Hitpoints, will the base resistance of the shields be increased? Also, will Inky Aspect be adjusted so that the now-weaker (HP wise) Warshades can use it while surrounded by lots of minions? Will the pseudo-crowd control powers be made a bit more squishy-friendly with longer ranges? What about Dwarf form HP? How can we tank with Blaster HP?
