If I use the Chance for Placate proc in Flash Freeze from Fortunata Hypnosis, how does it work... will an enemy be Placated while in the ice or after it's gone.. or what?

Flash Freeze...
When I fight mobs I tend to AIM/BU then Rain of Arrows, quickly target with Explosive Arrow and then as soon as I can, I fire Flash Freeze. This'll hold anyone I didn't kill right out [Mins, LTs] and then I can pick them off single target wise. -

Okay, as I recently looked over my Blaster of Archery/Ice/Cold, I have been having second thoughts about what IOs in sets I picked. Below I'll post my Mid's Build for anyone using said program.
I'm not seeking advice on how my build should be powerwise or choice of slotting and/or what sets I picked.
What I want is advice on... if I use 5 of the 6 in a Set, what IO should I leave out for:
Adjusted Targeting, Devastation, Positron's Blast, Ragnarok, Gravitational Anchor, Fortunata Hypnosis and Apoclypse.
Most seem to be telling me to leave out the Acc/Rech, but I'd still like advice please!

I have Hasten 6 slotted for thr 120.6% rech on it, heh and like I said I'm really not seeking advice on my build. Not to ignore what you said. It's just I like my build .. but I want to know what IO to leave out of my 5/6 sets. That is what I NEED to know.
Also as for the placement, level and such for when I got powers/slots.. it's not how my build is. I just picked the powers in Mids there, none of it is in any particular order. -

I was fiddling with Mids and think I have a concept. Note, I'm not that good with Mids, my Blaster's build was godly to me only by calculating and playing with the program for a month. This is my best idea for a MA/SR goal that I came up with on the spot...

So I am a balance freak. I have 2 Scrappers, s Masterminds, 2 Blasters and 1 Stalker. I decided to make my next Stalker to balance my group.
Now, I think I like the idea of Martial Arts+Super Reflexes. Mainly because the powers seem to suit my character concept best.
I have an Archery/Ice/Cold blaster with a 2.2Bil Inf build and he is a nicely balanced "Uber" toon. Perma-hasten, perma capped HP... Rain of Arrows at a 19s recharge.
I know a Stalker isn't a Range/AoE type, but I figure he could be my "Uber" Melee/Single Target type. Make a good "Other" for my blaster.
My question is, can MA/SR be worked into something worthy of calling as awesome as my Blaster of Archery. Did I pick a lame combo... or what are some over-all tips for MA/SR..

So I have 80Mil Influence [Hero side cash] and I am seeking if anyone wants to give me 40Mil Infamy [Villain side cash] in exchange.
Reason is I have no use for Hero side Inf.. but I made a new Stalker and want him to have funds, heh. -

That is what I have. I also know it's not as powerful as I'd like but it does run CoX on recommended. Only time I lag is just as I'm heading to an AE building or a zone in Villains but it soon smooths out.
This card was only $70 so I got it as a "Default." I'll be saving up for a better card like maybe the 9800... but until then, this 9400 will work and if the new one I buy ever dies/fails/breaks I can have the 9400 as a backup. You know, cheap default one.
Also, I'm not too sure what my PC can handle Graphics Card wise... like anyone know if I have a limit? Below is my Desktop specs.
Also, as said before I have 2GBs of RAM and I also have an Antec 650 Watts Power Supply

First off, my PC isn't anything fancy. I bought it from Best Buy in late 2006 but it's a good Desktop. It's RAM has been upgraded to it's limit of 2GBs.
I recently bought a GeForce 9400 GT 1GB. I've been told that 1GB is the amount of memory it's using from my RAM. So would that mean it's hogging 1GB of my PC's 2GBs?
I did a little research and it seems there isn't much of a difference between 512MBs and 1GB as far as frame rate goes. So far the only issue I find is that my PC lags if I try to browse sites while playing City of Heroes. This I can deal with. Sometimes while not playing, I might notice some minor "PC is thinking" lag but again nothing that annoys me.
Still, it's only been a few days. I'm curious if I should exchange my GeForce 9400 GT 1GB for something with 512MBs... that is only if the fact my PC only having 2GBs of it's own RAM is an issue. Not that I really do anything heavy. -

Yes, I'm sure this isn't the best place to ask but as of this morning I have been having issues using Google on my computer. It'll take a while to search stuff and then the results aren't very... Google like. Anyone having this issue? I have posted a screen shot...

Ya, I recently was told about the dust issue. My GeForce 8500's fan just started rattling and making high pitched sounds so I figure it's deadish. I was told it was due to dust and I did notice on the plastic fanblades that dust seemed to have stuck to it ... not like melted onto, but you can't exactly blow the dust off.
My Desktop tower is inside a cubby in the bottom of my desk. I know the airflow is bad there, however it's the only decent place for my tower. I have started dusting it out with compressed air weekly and have the side panel off. I also have an extra fan blowing out the back of the case.
Things should be fine now, but I didn't know you could replace a GFX card fan. I don't know if it's hard or not. Still, I think an upgrade wouldn't hurt either and I figure with my new weekly cleaning, a new GFX card wouldn't die.
The GeForce 8500 actually worked fine for 10 months. It's just one day the fan started being loud. Before I would clean my tower of dust like monthly but when the fan died, I had actually not dusted for a couple months. Dust was probably it.
Anywho, not sure how hard it is to replace a fan, but I think I'd rather upgrade. Nothing fancy but maybe a step up.
Thing is, I really liked the fan design of the 8500. I don't know much on stuff like this but it's... heatsink I think it is.. seemed like a very nice design for dispersing heat.

Ah, people were talking as is it was what my PC could handle. Maybe they meant the CPU.. I just recall people telling me to make sure my PC [Pre-Built Compaq] could handle a new GFX card.
It's not a fancy PC, a Compaq Persario I got in October of 2006. I have since upgraded to RAM and my Power Supply is 650.
I just seem to have bad luck with GFX cards. Simply want one that doesn't get too hot, has a somewhat quiet fan [just want a calm fan] and runs CoX. It's the only real PC game I play. -
Upon my GeForce 8500 GT's fan dying on me, I have been looking for a new GFX card. I recall someone saying I should make sure my motherboard can handle something before buying. I'm curious how to find this out.
Like is there a site I can use, enter in my desktop's number and see what it can handle? -
[I see the Mission Architect as an alternative to running the same missions over and over and over. If we don't get XP, then there's absolutely no reason to do MA missions until you're level 50. ]

Would you be okay with NO XP in Arcs?
Originally I thought they said MA wouldn't give XP, as their way to prevent "Farming" but of course we all know they let XP be gained.
I personally think Zero XP would be fine. I mean, we play Arcs for the Stories correct? You play to enjoy the content someone made, missions, characters, comedy...
and besides, gaining Prestige, Inf. and Tickets to me is more then enough. Heck, I wouldn't care if you only gained Tickets but that's just because of my strong way of thinking that MA should be about enjoying stories.
In any case, as sort of a "Pole" I'd like to know what you all think about gaining no XP in Arcs.

So... where will this photo be uploaded or placed? I'm curious to see how it came out, especially if the photo had everyone there visible. I know there is a limit to how many characters show up close by, so even if I was there, unless the photo let all characters load visually, then there is a chance I didn't show.
