Good to see some decent advice both for and against. I think it truly is an either or situation, that may come down to personal preference and playing style. But for me one of the clinches is the fact that I am doing something extra with END, hence why I take leadership. Also I have to agree that I enjoy a more a Brutish style and enjoy getting stuck in thank the maker for the Sands of Mu any way for the record :

I have a few palns for IO's - you know the usual stuff - Blood Mandates e.t.c. but on the whole would remain as is. -
Im going to shoot for leadership on this one, but instead of going for Assault/ Tactics. I plan to go for Maneuvers/Tactics. I am hoping this will stack nicely with the Enforcers buffs, also it opens up the potential to slot IOs (specifically 4 slots of Luck of the Gambler yeah I know) Anyway thats my 2 inf worth .

I would probably go with Ghost Widows set to grab Night Fall, the ACC would stack nicely with some of the poison de-buffs. Further than that I think you cant do any worse that picking up the leadership pool, the +ACC from tactics may allow you to swap out one of the acc enhancements in you other choices and re-place it with END RED. Also I would take the 3 END REDs out of Noxious Gas and place them in Neurotoxic breath.

Maybe on low minions and Lt's. But when playing +3/4 bosses you want enhanced hold.
Even more so when you are on a big team having spawns with lots of nasty Lt's and some bosses and you want to keep multiple of them (perma) held. You are a controller after all...

Theoretically great idea, realistically the mob is still mashed. Pound for pound I'll still stick to the damage enhancements. Intrestingly there is a thread running on the US boards about this very subject. But I can't seem to find it, my search foo is weak. -
