First, click the "More Info" link for a Booster pack. This will take you to the EU version of that booster pack. You'll find that the address of that page ends with "&item_id=" followed by a number. Click the address bar, subtract 2 from that number, and hit enter. You should now be at the NA version of that booster pack.
There's a lot of IP-redirects in the internet (Google main page e.g.), but on a shop it's really annoying, especially since you can choose "English (US)" and "English (GB)" on that page (I assume this is not made to differentiate between both languages

None of the boosters do.
Recently I checked both pages using proxies (silly you can't access them via other ways) and it was vice versa, meaning NA super boosters didn't have any "EU version available" label, too. Since I didn't want to use my credit card using proxies I delayed buying anything, but haven't bug reported it yet. -
What really worries me is that Virtue is still listed as down since morning maintenance
