Well for me turning off noscript, adblock and flashblock seemed to work. Bought what i wanted then turned them back on.

Should add a point that all this adds up to is coh doesn't want to play nice with other processes on the computer with it soaking up as much cpu time as possible without sharing. -
Ive come to the same conclusion as Skeet in his post. I remember prior to i17 the game regularly pegged 100% on my cpu but never interfered with external programs (ventrilo). Since i17 launched whenever cpu usage pegged 100% i would hang in vent while chatting much to the annoyance of those in the channel at the time as I would break up into static. The 100% usage also affects my keyboard input until cpu dropped below 100 (stuck running forward). This was easily tested in ventrilo as i would look down start chatting and angle the camera up till cpu hit 100% and i would break up.
My solution was suggested to me by a member on my vent channel wasn't exactly a desirable fix but it did work. Set the -renderthread 0 flag back on the launcher. For me this forces coh to remain below 50% which in turn permits vent and other system functions to perform. Again this isn't an optimal fix but it does work for me. -
The +end on Heatloss works the same as the +Damage on Fulcrum Shift, you emit one from yourself and from up to 10 mobs you hit with the power so you and your team can have pretty much capped endurance recovery from one shot of HL.

You are not alone on this one generic. I haven't stopped paying for the past 2 years and vets had been on a schedule of december, march, june,september, december. This year it decided to change it up a little bit with december, march, july, november. I didn't notice the july one but it felt off. Then with the october one being late i looked a little closer.
I would suggest you file a support ticket if your getting a messed up time table now.
