I think Issue 20 is fantastic but can see how/why some may not be pleased. -

For folks that don't like tfs and trails, yeah nothing in the issue for them.
I also laugh at the folks who say "wait there will be more". When they hell has that been true recently?
The issue looks like a solid issue that builds further on Preatoria and probably offers ways to get into the Incarnate system without the nonsense of the WST, and allowing folks to ignore Mender Ramiel. That's a win to me. (Based on other dev comments and the info for the BAF, NOT JUST the issue 20 overview for those wondering.)
Should there be more for folks who despise the praetorian storyline? Sure.
But I'd assume that's coming in future issues.
EDIT: With that said future issues need to get back to the unfinished areas of the game: namely pvp and bases. The lack of ANY work on them is starting to become obvious even to people who cover mmos in the press, as was mentioned in a recent article. -
Don't need purples.
Just get the A-Merits to get the rare orange procs (LOTG Recharge, Numina's Regen/Rec, and or Miracle) and become an Incarnate. -

What you just stated and the comments in the AE forums goes back to an issue I KEEP bringing up: Paragon Studios needs to finish what they start.
Incarnate Content is all great and fun, however they really need to focus on finishing up systems they leave hanging for literally years.

This isn't about bases anyway. This is about something you have We Base builders wish we had. A red name that actually wishes to help. Someone who has a voice in what gets put in the game in the future. Bases don't have that, and I am glad you do. At least they aren't ignoring ANOTHER community that need to be addressed. I am actually a bit jealous to tell you the truth.
What pvp has is a person like Ocho, Nieve, Ex_Libres, etc ad naseum. Folks who are nice at gathering what the current community thinks. But that's about it. -
The way mezzing currently works, though it needs HUGE tweaks to get it exactly right. There HAS to be a middle ground between the current system and the old "come with a tray of bfs if more than one dom or controller is on the other side, or you lose" system of pre-I13.
Other than that . . . nothing. -
The Cape needs a bit more time to build up it's story. But wouldn't be suprised (or sad) if it's cancelled. The new Wonder Woman series being on NBC means it will be cancelled near the end of the first season. NBC needs to be put out of its misery. Comcast needs to shake that thing up.
No Ordinary Family would sadden me. As others have said it's getting good and is further along in eps than The Cape, so it's had to time to build up it's story. Michael and Julie rock! Starting to like the kids also. Hope it isn't cancelled.
And Chuck is resilient. Two seasons ago I thought it was gone. It will be renewed. But just barely and not without a lot of fan help. I'm waiting for the series to end to catch it on Netflix. Which I hope won't be for some time to come.
Medium I'm shocked is still running.
Farewell Smallville. It's pretty good for it's last year. Thought they would phone it till the last 3 eps. Not so.Plus they keep bringing in more and more of the greater DC Universe as the season grows.
Everything else I'm unimpressed with. Fringe never got me.
V can die in fire. ABC's idiotic move to not allow the show on HULU pretty much killed any chance anyone had of catching up if they missed an ep.Similar to the dick move by SYFY (LOL dumb names are dumb) in relation to SG:U (which was horrible compared to SG1 and Atlantis).
